TNL Submits Memorandum To Chief Minister On His Visit to Ukhrul

Warm reception was accorded to Chief Minister of Manipur, Yumnam Khemchand Singh on his maiden visit to Ukhrul Headquarters after becoming the Chief Minister of Manipur.

At a reception programme organised by the District Administration, Tangkhul Naga Long (TNL), the apex body of the Tangkhul community submitted a memorandum to the Chief Minister for immediate and necessary action.

The memorandum reads, “the undersigned, for and on behalf of the Tangkhul Naga community, hereby obliged to submit the following charter of demands for your immediate intervention in the interest of restoring peace and normalcy:

1. General infrastructures urgently needed in District Hospital, Ukhrul: (i) Oxygen Plant (ii) Blood Bank (License) (iii) Filling of Specialists and Staff vacancy (No utilization of Staff) (iv) Emergency drugs with separate package etc.,

2. To ensure complete security and safety by providing 24×7 ROP along the Imphal-Ukhrul Highway (NH-202).

3. To immediately stop militarization of the Naga inhabited areas and to ensure that all the deployed Central security forces maintain strict neutrality,

4. To ensure that no extortion or illegal taxation takes place along the Imphal-Ukhrul Highway (NH-202) at the hands of the Kuki militants,

5. To ensure that the recommendation of the Thawai Kuki murder case (Thangin Baite and Thangboimang Khongsai murder case) to the National Investigation Agency is immediately withdrawn,

6. To relocate all the Internally Displaced Persons (IDPs) away from the Naga inhabited areas,

7. To remove all the existing SoO Camps of Kuki militants from the Naga inhabited areas,

8. To identify all the illegal Kuki immigrants and deport them to the countries of their origin,

9. To identify all the Kuki refugees and repatriate them to the countries of their origin,

10. No “separate homeland/administrative arrangement” shall be carved out in favor of the Kukis within the Naga ancestral homeland,

11. To ensure that no territory within the State of Manipur is used by the Kuki immigrants as safe haven for running poppy-drug cartel, and

12. To ensure that all the unrecognized and illegal Kuki settlements/villages/machets/hamlets are immediately evicted along with cancellation of all the illegal Touzis/Pattas and that no fresh and separate permit/Touzi/Patta shall henceforth be issued for any new Kuki settlement.

13. The main highway cutting through the heart of Ukhrul District Headquarters Town from Dungrei to Kharasom Junction and the main access from western side of the district (most populated areas of the district) on a stretch of 4/5 km down to NH-102A bypass junction need immediate improvement, repairing and maintenance on war footing.

14. As per Application/Representation dated 6th April, 2026 submitted to the Deputy Commissioner, Ukhrul by Chairman, Litan S. Tangkhul village, appropriate relief schemes/funds including material and financial packages may immediately be released and the Internally Displaced Persons may be rehabilitated at the earliest.

The memorandum was submitted by the President of Tangkhul Naga Long, Sword Vashum at the august gathering.

CM Yumnam Khemchand Singh assured the gathering that immediate steps will be initiated in consultation with his Cabinet and Home Minister in providing ROP at the National Highway 202. He also instructed the Chief Secretary and Deputy Commissioner of Ukhrul to take necessary action.
