The United Naga Council (UNC), apex traditional civilian authority representing the sovereign Indigenous Naga Tribes within the frontier highlands of Manipur, India, on 24 July 2026 submitted a dossier to the United Nations Permanent Forum On Indigenous Issues (UNPFII) in regards to “Structural Complicity in Transnational Narco-Terrorism, Unilateral Boundary Alteration, and Extrajudicial Executions Targeting Indigenous Nagas in Violation of UNDRIP and the ICCPR.”
1. PURPOSE OF THE URGENT COMMUNICATION
This urgent intervention is submitted to trigger international oversight into an escalating, state-tolerated proxy conflict along the Indo-Myanmar frontier. This dossier provides documented evidence demonstrating that the structural paralysis of domestic law enforcement is directly linked to an unconstitutional, unilateral state plan to alter international boundaries and exchange ancestral indigenous territories without Free, Prior, and Informed Consent (FPIC). The state’s ongoing protection of armed proxies under the Suspension of Operations (SoO) framework serves as a spatial clearing mechanism to enforce demographic shifts and execute territorial dispossession.
II. FORENSIC MATRIX OF CORE INDIGENOUS RIGHTS VIOLATIONS
1. Forced Dispossession, Unilateral Border Exchange, and Breach of FPIC (UNDRIP Arts. 8, 19, & 32)

The Leilon Vaiphei Atrocity: On May 13, 2026, an organized armed unit executed the mass abduction of 18 unarmed Indigenous Naga civilians (including women, an infant, and church pastors) at a public transit point. The hostages were transferred to the Kuki National Front-President (KNF-P), a constituent of the United Peoples’ Front (UPF)-an armed entity formally insulated from military operations under the state’s active SoO agreement.
Mutilation as an Enforcement Tactic: While 12 women and the infant were released under intense local pressure, six indigenous men were held in illegal custody. On June 10, 2026, their remains were recovered in a highly dismembered state, establishing a clear pattern of severe custodial torture designed to strike communal terror and enforce compliance with territorial displacement.
The Deceased Clergy and Civilians: Pastor Rev. Dr. Manu Thiumai, Pastor Kenpibou Chawang, Mr. Phenrongwibou Thiumai, Mr. Phenrilungbou Chawang, Mr. Dilip Thiumai, and Mr. Kaliwangbou Abonmai.

The May 7 Cross-Border Incursion: A heavily armed force of approximately 100 uniform cadres of the foreign, Myanmar-based Kuki National Army-Burma (KNA-B) launched al coordinated heavy-weapons assault directly targeting the indigenous Naga border villages of Z Choro, Namlee-Wanglee, and Kaka.
The July 1, 2026 Coordinated Incursion: In a premeditated operation allegedly coordinated between Kuki militants and the Myanmar-based Kuki National Army-Burma (KNA-B), the Kuki village of Phaimol in Kamjong Sub-Division was deliberately set on fire to create a pretext for launching attacks on the Indigenous Tangkhul Naga settlements of Huimin Thana and Kherongram, a hamlet of Nampisha village, along the Indo-Myanmar border. The attacks resulted in the destruction of 25 houses by fire, further demonstrating a pattern of coordinated cross-border violence targeting Indigenous Naga communities.
Tactical Coordination: The operation deployed advanced drone warfare assets, rocket-propelled grenades, and 40mm breach-loading weapons, reducing civilian settlements to ash.
Calculated State Passivity: This heavy bombardment occurred less than 200 meters from a permanent base of the 11 Assam Rifles (Central Security Forces). The state forces stood down, refusing to engage the foreign armed incursions. This structural passivity aligns perfectly with the leaked May 26 administrative directives to artificially destabilize the Choro Khunou sector to enforce rapid, unilateral border re-demarcation.
III. STRUCTURAL COLLAPSE OF DOMESTIC REMEDIES

IV. FORMAL PRAYER FOR INTERNATIONAL INTERVENTION
The United Naga Council requests the Special Procedures Mandate Holders to:

Issue an Immediate Demarche: Issue an urgent appeal to the Government of India to immediately halt the secret, unilateral border exchange of 1.4 square miles in Chandel/Kabaw Valley and halt any re-demarcation activities in the Choro Khunou sector until Free, Prior, and Informed Consent (FPIC) is secured via traditional indigenous institutions.
2. Appoint an Independent Fact-Finding Mission: Deploy an independent UN team under the Minnesota Protocol to investigate the structural link between the $3.22 billion frontier fencing project, the May 7 cross-border military incursions, and the May 13 extrajudicial executions.
3. Enforce Treaty Obligations: Compel the state to respect the August 3, 2015 Indo-Naga Framework Agreement, ensuring that no international border adjustments with Myanmar are bartered at the expense of sovereign, ancestral Naga territories.
4. Ensure Prompt, Independent, and Effective Accountability: Urge the Government of India to ensure a prompt, impartial, independent, and effective investigation into the Leilon abduction, extrajudicial killings, and dismemberment of six Indigenous Naga men, consistent with its obligations under international human rights law. Further urge that all persons responsible, including perpetrators, collaborators, and those who aided or facilitated these crimes, be identified, prosecuted, and held accountable through due process, and that effective remedies and justice be secured for the victims, their families, and the affected Indigenous communities.
