National Highway 102A Affected Land Owners Raises Irregularities In Land Survey And Compensation Process, Demands Fresh Survey.

The Affected Private Land Owners Association National Highway 102A (Shangshak -Tengnoupal) Package 1 -Shangshak -Khambi (APLOA) while raising the irregularities in the land acquisition and compensation process has also demanded the immediate transfer of SDO of Phungyar and immediate fresh survey of the area for fair and final compensation starting from Shangshak to Khambi.

The Association of 11 villages affected by the National Highway 102A -Shangshak -Tengnoupal (Package No. 1 -Shangshak to Khambi) consisting of Shangshak Phunghon, Shangshak Khullen, Koso, Leishi, Leiting, Phalang, Shakok, Alang, Loushing, Phungyar, Chungka and Khambi in a press conference held at Ukhrul Press Club has accused the authorities of irregularities in land survey and compensation process.

Chairman of APLOA, Yuingam Kapai stated that, “rules have not been followed during the survey. Moreover, there is no transparency in the compensation process. We are yet to know the rate quotation. There was no proper information served to the affected villagers while coming for a survey. Since there was no prior information, most of the land owners could not be present during the survey and have missed out their name in the list. We have apprised our grievances to the CALA/Deputy Commissioner of Kamjong for rectification, but has no positive results till date. There is no uniformity of rate in the process of awarding compensation. We want equal treatment and transparency in executing the compensation process.”

“Shangshak Phunghon and Shangshak Khullen villages fall under Ukhrul District but the remaining 10 villages fall under Kamjong District. The area falling under Ukhrul District has no issues as of now” added Yuingam Khapai.

The members informed that the first land survey was taken in 2022 but most of the villagers are not aware of such a process or exercise. We have submitted various representations to the Governor and Chief Secretary for conducting a fresh survey for their intervention so as to meet the aspiration of the voiceless and neglected affected villages.

Yuingam Khapai further continued that, ” the then DC of Kamjong and SDO of Phungyar have failed to address the need of the affected land owners and lack the capacity to provide a fair resolution to the compensation claimed for inclusive re-survey. Without maintaining due process of law any notification, and had been repeatedly giving information through phone calls (pick and choose) to only those vested interest persons.” He informed that the DC of Kamjong and SDO of Phungyar even lodged a complaint against the chairman, secretary, and members of APLOA, at Phungyar Police Station.

On 16 September 2025, the Association submitted a representation to the Governor of Manipur stating that “the construction of National Highway-102A from Shangshak to Tengnoupal is a project of immense significance-not only for the socio-economic upliftment of this remote region but also for national security. Unfortunately, the magisterial role of the then Deputy Commissioner of Kamjong District, and the Sub-Divisional Officer of Phungyar, in executing this project has caused deep dissatisfaction among the people due to their dubious and partisan conduct, resulting in unwarranted delays in project implementation. The representation also highlighted that the forest area located about 11 kms away from Phungyar Headquarters, where there is no human habitation, have been declared as residential areas, while land within 500 meters of Phungyar Headquarters has been marked as forest land, despite the absence of any forest cover. They also alleged that the names of close associates of these officials have been falsely recorded as owners of Government buildings earmarked for acquisition. This has been done in collusion with vested local elements to fraudulently claim compensation.

The Association charged that the then Deputy Commissioner of Kamjong, in a public notification dated 17th April 2025, categorically warned that any new construction outside the purview of the NH Act, 1956 would be considered illegal and liable for action. However, during verification on 1st September 2025, the public came to know through officials of PWD (National Highway) that several newly constructed buildings had been included in the list of affected properties after the 3D Notification- all belonging to local ring leaders. This has created confusion and resentment among genuine landowners.

The Association also alleged that there was no proper verification. They cited that an official order dated 26th August 2025 was issued for rectification/reverification. Shockingly, no SDO/SDC was present during this critical process- only a peon from the SDO office attended along with one AE (NH) from PWD Manipur and two representatives from CE Testing Company were present. Due to lack of transparency and accountability, the people refused to cooperate, and the team left without completing the assigned work.

For the reason stated above, the Association has earnestly appealed to the Governor for kind intervention for immediate transfer of the then Deputy Commissioner of Kamjong District and the current Sub-Divisional Officer of Phungyar from their postings. “This step is crucial to restore public trust, ensure transparency, and expedite the timely completion of this nationally important project” stated the representation, a copy of which was made available to the media person.

The Association has appeals for conducting fresh surveys and immediate transfer of SDO of Phungyar.
