Formation of the Wung Light Vehicle Service Association (WLVSA): Background and Documentary Chronology
ABOUT WLVSA
The Wung Light Vehicle Service Association (WLVSA) is an association established by taxi owners and drivers of Ukhrul Town with the objective of promoting an inclusive, democratic and accountable system of representation for the local taxi community.
WLVSA was formed through a collective decision of taxi owners and drivers who believed that a new association had become necessary to uphold the principles of equal participation, transparency and responsible administration. The Association is committed to ensuring that every eligible taxi owner and driver has an equal opportunity to become a member, participate in decision-making, express opinions freely, contest elections and contribute to the growth and welfare of the taxi community.
WLVSA believes that the strength of an association lies not merely in its legal registration but in the confidence, participation and trust of the people it represents. The Association is therefore committed to democratic governance, transparency in its administration, accountability to its members and peaceful resolution of differences through lawful and constitutional means.
The Association also seeks to work in close cooperation with the Government, regulatory authorities and all stakeholders to promote a professional, efficient and service-oriented taxi system in Ukhrul Town. WLVSA firmly believes that unity is strengthened when every member is treated with dignity, every decision is taken transparently and every office bearer remains accountable to the members.
WHY WLVSA WAS FORMED
The formation of the Wung Light Vehicle Service Association (WLVSA) was not the result of a single incident. It was the outcome of years of growing dissatisfaction among taxi owners and drivers regarding the functioning of the existing arrangement and the belief that a new, inclusive and democratic association had become necessary.
When the Ukhrul Town Taxi Service Controlling Board (UTTSCB) constituted the UDTWA Local Taxi framework in October 2023, many taxi owners welcomed the initiative. The official proceedings envisaged an inclusive system of administration, equal participation and a representative Executive Committee to manage the affairs of the taxi community.
However, many taxi owners and drivers later came to believe that these objectives were not being realised.
The grievances consistently raised by members included:
1. Taxi owners and drivers were not granted meaningful membership despite being the very people the association claimed to represent.
2.General House Meetings were not convened for an extended period, denying members the opportunity to participate in important decisions.
3. Annual financial audit reports were not presented before the wider membership, resulting in a lack of transparency and accountability.
4. Members who questioned decisions or demanded accountability were threatened, intimidated or otherwise discouraged from expressing their views.
5. Taxi checking and enforcement activities were carried out without proper authority, causing resentment among many taxi operators.
6. The eleven-member Executive Committee constituted under the UTTSCB framework gradually ceased to function as originally intended and decision-making had become concentrated in the hands of a few individuals rather than being exercised collectively.
7. Opportunities to contest elections, participate in the administration of the association and contribute to decision-making were no longer available in practice.
As these grievances accumulated, confidence in the existing arrangement steadily declined. Members repeatedly expressed their concerns and sought a system that would provide equal rights, democratic participation, financial accountability and transparent administration.
These concerns were followed by a series of meetings, official proceedings and communications involving the UTTSCB, Chaired by the Deputy Commissioner and other competent authorities. The administrative process ultimately led to recommendations supporting the formation of a new inclusive association.
On 18, Nov, 2025, the members themselves, through an Emergency Sitting, unanimously resolved to constitute a Joint Action Committee (JAC) and authorised it to prepare a constitution and take all necessary steps towards establishing a new association. This marked the collective decision of the members to pursue a new institutional framework.
WLVSA was not formed because its members opposed the existence of another association. It was formed because its members believed that a new association had become necessary to secure equal participation, democratic governance, transparency and accountability for all taxi owners and drivers. It represents not a rejection of unity, but a different vision of how unity should be achieved through inclusiveness, equal rights and responsible leadership.”

2 October 2023 Constitution of the Ukhrul Town Taxi Service Controlling Board (UTTSCB)
The District Administration constituted the UTTSCB to regulate and streamline the administration of taxi services in Ukhrul Town and to provide an institutional mechanism for coordination among all stakeholders.
WHO IS THE UKHRUL TOWN TAXI SERVICE CONTROLLING BOARD (UTTSCB)?
The Ukhrul Town Taxi Service Controlling Board (UTTSCB) is the competent district-level body constituted to regulate, coordinate and oversee the operation and administration of local taxi services in Ukhrul District.
The Board functions under the chairmanship of the Deputy Commissioner, Ukhrul, with representatives from the concerned Government departments and stakeholders connected with the regulation of transport services.
As reflected in the official Meeting Notice dated 27 January 2026 and the Minutes of Proceedings dated 26 March 2026, the Board includes senior Government officials such as:
1. Deputy Commissioner, Ukhrul – Chairman
2. Additional Superintendent of Police (Operations), Ukhrul – Secretary
3. District Transport Officer (DTO)
4. District Cooperative Officer (DCO)
5. Chief Executive Officer, Autonomous District Council (ADC)
6. OSD (Small Town), ADC
7. Other notified members of the Board.
The Board was constituted to regulate, coordinate and facilitate the lawful operation of local taxi services in Ukhrul District and to ensure that transport-related decisions are taken through a transparent and accountable administrative mechanism
It is this Board that convened meetings, examined the concerns relating to the functioning of local taxi services, inducted relevant Government departments into the Board, and ultimately recommended the formation of a new, inclusive association, which subsequently led to the establishment and registration process of the Wung Light Vehicle Service Association (WLVSA).
For this reason, WLVSA has consistently respected and followed the decision and directions of the UTTSCB throughout this process.
20 October 2023 – Formation of UDTWA Local Taxi
The UTTSCB adopted proceedings establishing UDTWA Local Taxi as an inclusive administrative framework. The proceedings envisaged equal participation, collective administration and the constitution of a representative executive committee.
31 October 2023 – Invitation for Nominations
The UTTSCB invited nominations from the concerned stakeholders for the constitution of a representative Executive Committee.
10 November 2023– Constitution of the Eleven-Member Executive Committee
An eleven-member Executive Committee was constituted with representatives from different sections of the taxi community to administer the affairs of UDTWA Local Taxi under the supervision of the UTTSCB.
2024-2025-Administrative Developments
During this period, concerns regarding the functioning of the existing arrangement were raised by members. The UTTSCB and the District Administration convened meetings and initiated discussions in an effort to address these issues through administrative processes.
9 September 2025- UTTSCB Meeting and Directions
The UTTSCB reviewed the prevailing situation and issued directions concerning membership and the future administration of the taxi sector.
18 November 2025 – Meeting of UDTWA Local Taxi Members
The UDTWA Local Taxi Members convened a meeting to deliberate on concerns relating to the functioning and administration of the association. During the meeting, members expressed concerns regarding the conduct of UDTWA, including allegations of undue pressure on local taxi owners and concerns that the association was acting contrary to the welfare and interests of its members.
The members unanimously adopted several resolutions, including:
Non-cooperation with administrative decisions of the existing UDTWA leadership except those issued by the duly elected Local Taxi Executive Members or the UTTSCB;
A formal Expression of No Confidence in the existing eleven (11) Executive Members and a request that the UTTSCB conduct fresh elections; and Constitution of a Joint Action Committee (JAC) to coordinate the members’ collective decisions.
27 November 2025 – Deputy Commissioner’s Communication to the Registrar of Societies
The Deputy Commissioner, Ukhrul, addressed a communication to the Deputy Registrar of Cooperative Societies highlighting serious concerns regarding the functioning of UDTWA and recommending that a new taxi owners’ association be registered to ensure broader and more inclusive representation.
3 February 2026 – Representation by the District Transport Officer
The District Transport Officer submitted a representation highlighting concerns regarding the registration and functioning of UDTWA, including issues relating to its legal status and compliance with the applicable registration framework.
19 February 2026 – Emergency Sitting of UDTWA Local Taxi
The UDTWA Local Taxi Members convened an Emergency Sitting and unanimously resolved to vest full authority in the Joint Action Committee (JAC) to prepare the constitution of a new association and make the necessary administrative arrangements, including securing office space and facilitating its establishment.
26 March 2026– Recommendation of the UTTSCB
Following detailed deliberations, the UTTSCB recommended the formation of a new inclusive association to ensure broader participation and orderly administration of the taxi sector.
06 April, 2026 – Application for Registration of WLVSA
Pursuant to the recommendations and resolutions, WLVSA submitted its application for registration before the competent authority in accordance with the prescribed legal procedure.
10 June, 2026 – Notice for Objection
The Deputy Registrar of Societies issued a statutory Notice for Objection as part of the registration process, inviting objections, if any, in accordance with the provisions of law.
Our Appeal and Way Forward
WLVSA respectfully seeks the following:
1. Recognition of Separate Administration
That the administrative arrangement envisaged by the Ukhrul Town Taxi Service Controlling Board (UTTSCB) be implemented in its true spirit by recognising WLVSA as an independent association entitled to manage its own affairs.
2. Respect for Equal Rights
That the right of taxi owners and drivers to form and operate a separate, lawful and inclusive association be respected without intimidation, obstruction or interference.
3. Implementation of Government Decisions
That the recommendations and decisions taken by the competent authorities, including the UTTSCB, be implemented fairly and impartially.
4. Peaceful Coexistence
WLVSA does not seek to replace or control any other association. We seek only the right to function independently, with our own administration, in accordance with the law and the administrative framework established by the competent authorities.
5. Support from the Public and the Press
We respectfully request members of the public and the media to examine the documentary record, report the facts fairly and support a peaceful and lawful resolution that protects the rights of all taxi owners and drivers.
WLVSA does not seek control over any existing association. We seek only the equal right to exist, administer our own affairs and serve our members independently, in accordance with the decisions of the competent authorities and the law.
Question to the Government, Media and Public
Does registration of an association give it the authority to:
1. Stop and check vehicles?
2. Issue, seize or revoke taxi permits?
3. Exercise authority over taxi owners who are not its members?
4. Avoid accountability to its members by not holding General House Meetings or presenting audit reports?
We do not question UDTWA’s registration. We question whether registration gives an association powers that ordinarily belong to the Police, Transport Department and other competent authorities.
We respectfully seek a clear answer from the Government.
We respectfully invite every member of the press and the public to read the documents, examine the facts and draw their own conclusions.
CONCLUSION
The formation of the Wung Light Vehicle Service Association (WLVSA) represents the culmination of a documented administrative process involving Government authorities, the Ukhrul Town Taxi Service Controlling Board and the collective decisions of taxi owners and drivers.
The official records demonstrate that the issue evolved over time and was addressed through meetings, proceedings, official correspondence and members’ resolutions before the establishment of WLVSA was pursued through the prescribed legal process.
