Two complaints have been registered at Ukhrul Police Station for registration of Zero FIRs against Col. Manish Kumar Kadian, SM, Commandant, 18 Assam Rifles, Somsai, Ukhrul, and his personnel for offences under BNS and for violation of fundamental rights.
The complaint was filed by Lalsgan Vashum s/o Lt. Lazarus Vashum, a resident of Talui village, Ukhrul District, Manipur and Lengleichan Zingkhai s/o Titus Zingkhai, a resident of Hoomi village, Ukhrul District, Manipur. The two individuals have lodged formal complaints regarding grave incidents involving personnel of the Assam Rifles that occurred on 25th April 2026 at Talui and Hoomi.
Lalsgan Vashum had written a complaint to the Ukhrul Police Station stating that “the personnel of the 18 Assam Rifles forcefully drove their Casspir vehicle through a civil barricade formed by womenfolk of Talui, thereby recklessly endangering the lives of unarmed individuals. As a result, one civilian woman from the village, Rose Vashum, 47 years, sustained grievous and life-threatening injuries on her head and has been referred to specialists in Imphal for further care.”
Lengleichan Zingkhai in his complaint had stated that “the personnel of the Assam Rifles forcefully drove their vehicle through a civil barricade formed by women civilians at Hoomi junction, recklessly opening fire to disperse the assembled crowd, hitting one civilian, Mashunphong Zingkhai (32 years) in the neck, causing critical injuries and posing a serious threat to his life. These actions constitute a gross misuse of force and a blatant disregard for human life.”
“The above acts prima facie attract offences under the BNS, including but not limited to:
1. Section 109-Attempt to murder
2. Section 119-Voluntarily causing grievous hurt by dangerous weapons/means
3. Section 125 Causing grievous hurt by act endangering life or personal safety of others
4. Section 281 – Rash and negligent driving
“Further, these actions violate the fundamental rights guaranteed under the Constitution of India, particularly:
1. Article 14-Right to equality before the law
2. Article 19-Right to assemble peacefully
3. Article 21-Protection of life and personal liberty.”
