United Naga Council Memorandum To Union Home Minister India

The United Naga Council on Saturday submitted a memorandum to Amit Shah, Hon’ble Union Home Minister, Government of India for immediate intervention on the ongoing conflict and to usher in lasting peace in the State of Manipur.

The memorandum reads, “we, the Naga people under the banner of the United Naga Council (UNC), representing the collective voice of the Naga people in Manipur, have gathered today, the October 31, 2026, in the four Naga District Headquarters in a Sit-In-Protest/Public Rally to express our deep anguish, grave concern over the protracted violent conflict that has engulfed the State of Manipur since May 3, 2023.

“For more than three years, the indigents of Manipur have borne the brunt of an undeclared proxy war, engineered and sustained through armed Kuki militant groups operating under the protection of Suspension of Operation (SoO) Pact. While we have maintained utmost restraint and commitment to peace, the continued inaction and selective approach of the security forces have only emboldened the forces inimical to peace. The details of the aforementioned situation are already on record and out in the public domain.

“Therefore, on this momentous day, the UNC, on behalf of the Naga people, makes this submission to your esteemed office for your personal intervention and necessary action.

1. ABROGATION OF SUSPENSION OF OPERATION (SOO) AGREEMENT WITH KUKI MILITANTS

The SoO Agreement, which was ostensibly intended to bring peace, has become a licence to kill innocent civilians and the primary instrument for sustaining violence in the state. Groups under SoO have been indulging in wanton killings, extortions, land grabbing/expansionist activities, poppy cultivation etc. in Naga ancestral land. The SoO has lost all legitimacy and moral authority. For which, we demand its immediate abrogation.

2. END PROXY WAR AGAINST THE INDIGENOUS PEOPLE OF MANIPUR

The indigenous peoples of Manipur are victims of a well-orchestrated proxy war. The use of foreign-origin armed mercenaries and SoO groups as proxies to wage war against the indigenous population, to alter demography and to grab ancestral land, must end immediately. The Government of India must recognize and act upon the root cause of the conflict-large-scale illegal immigration, narco-terrorism and the demand for a separate administration carved out of the ancestral lands of the Nagas. The Government of India must stop such diabolic policy.

3. EFFECTIVE IMPLEMENTATION OF THE GUWAHATI TRIPARTITE TALKS AGREEMENTS

The tripartite talks held at Guwahati on September 26, 2026 amongst the Government of India, Government of Manipur and the United Naga Council were a significant step towards addressing the long-drawn issue of violence in the state. The assurances and agreements on the charter of demands placed by the UNC including the removal of Smt. Nemcha Kipgen from the post of Deputy Chief Minister, Government of Manipur was welcomed by the Naga people. To this end, we demand time-bound and effective implementation of the agreed points of the said Talks in letter and spirit.

4. REMOVAL OF ASSAM RIFLES FROM BORDER AREAS AND CONFLICT ZONES

It is with a deep sense of regret, we state that the role of Assam Rifles, especially in border areas and conflict zones, has become highly questionable. The Assam Rifles, which calls itself the ‘Friends of the Hill People’, has betrayed that trust. In Naga areas, it has become a partisan force. Instead of securing the lives and safety of the citizens, they are found harassing, intimidating and disarming Naga village volunteers who are defending their own ancestral villages. The Assam Riffles have been accused of bombing Naga Village at Awontang (Kamjong) and extending tacit support to the Kukis. The public have lost all trust and confidence in the Assam Rifles. They must be removed from our border areas and conflict zones and for which, the Government of India must Immediately deploy any other neutral security forces.

“Hon’ble Sir, Manipur is bleeding! Thousands are displaced, hundreds have lost lives, villages have been burnt and the age-old fraternal relationship between communities has been shattered. The Naga people have always stood for peace, coexistence and mutual respect with the neighbouring community on the issue of identity and land.

“We fervently appeal to your good office to intervene decisively to end this conflict. Peace cannot come through appeasement to one community at the expense of the other. We repose our faith in the Government of India and in your leadership to act on the merits of the above demands with a sense of urgency to usher in an era of enduring and lasting peace in Manipur” stated the memorandum signed by NG. Lorho, President UNC and Vareiyo Shatsang, General Secretary UNC.

The memorandum was submitted through the Deputy Commissioner of Senapati District and was also copied to the Hon’ble Governor of Manipur and the Hon’ble Chief Minister of Manipur.
