“AND THEREFORE, the Collective Leadership of the NSCN, having been left with no other recourse, invoked the provisions of the Yehzabo (Constitution) and Party Discipline to immediately expel Lieut. Gen. HS. Ramsan, VC (Retired), and Lieut. Gen. Absalom Raman, MM, MC, from active party membership effective June 24, 2026″ stated the statement issued by the Government of the People’s Republic of Nagalim, Ministry of Information & Publicity and was made available to Rural Post on Thursday.
The others expelled from active membership of the party include Lieut. Col. Victor Angami (Retired), MCL; Mr. Kikheto Chishi Swu, Kilonser; Mr. Ikato Chishi Swu, EMSC; Rev. Vitovi Yeptho, Deputy Kilonser; Mr. Pamshang Zimik, Deputy Kilonser; and Mr. Angyo Jingseya (Jacob) Tangshang, Tatar.

The official statement of grounds for GPRN TERMINATION ORDER No. 13/ GPRN/ORD-52/YO/26 and NSCN EXPULSION ORDER No. 09/NSCN/EXPL-19/ CMO/26 reads:-
1.WHEREAS, His Excellency the Yaruiwo (President) of the Government of the People’s Republic of Nagalim (GPRN) promulgated an official executive decree (Ahza) dated September 3, 2019, partitioning the operational command structure of the Naga Army into the Eastern Flank and the Western Flank;
2. AND WHEREAS, His Excellency the Yaruiwo (President) of the GPRN rescinded the aforementioned executive decree (Ahza) of September 3, 2019, via an official directive dated September 23, 2019;
3. AND WHEREAS, His Excellency the Yaruiwo (President) of the GPRN, in consultation with the Collective Leadership, issued an Executive Order on August 1, 2022, relieving Lieut. Gen. HS. Ramsan, VC (Retired), of his responsibilities as Advisor and Member of Alee Affairs (East), and directing him to report to the Council Headquarters in Hebron, with which he failed to comply, thereby committing a wilful act of defiance in direct violation of Party Discipline, Article 2, Clauses (h) and (i);
4. AND WHEREAS, pursuant to National Security Council (NSC) Resolution dated February 14, 2023, His Excellency the Yaruiwo (President) of the GPRN issued an Executive Order on February 16, 2023, suspending Lieut. Gen. HS. Ramsan, VC (Retired), and relieving him of all organizational duties due to his continued non-compliance with the directives of the Collective Leadership of the NSCN;
5. AND WHEREAS, on July 12, 2023, pursuant to the decision of the Collective Leadership, His Excellency the Yaruiwo (President) of the GPRN issued Executive Order No. 22/GPRN/TER-SEM/YO-23, terminating Lieut. Gen. Hs. Ramsan, VC (Retired), from active party membership and national service due to violations of NSCN Party Discipline: Article 2, Clauses (a, b, c, d, h, & i); Article 4, Clauses (c & d); and Article 5, Clauses (a & b);
6. AND WHEREAS, on August 4, 2023, Lieut. Gen. HS. Ramsan, VC (Retired), instigated twelve (12) senior Naga Army officers to publicly question the termination order of July 12, 2023, via social media, thereby undermining the military chain of command and the established authority of the Constitution (Yehzabo)
7. AND WHEREAS, in a blatant display of insubordination, on November 30, 2023, loyalists of Lieut. Gen. HS. Ramsan, VC (Retired), orchestrated a heist at the Punjab National Bank (PNB), Viewland Branch in Ukhrul, looting an amount of ₹18.85 crores, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (b & c); and Article 5, Clause (a);
8. AND WHEREAS, on December 7, 2023, cadres loyal to Lieut. Gen. HS. Ramsan, VC (Retired)—led by Lieut. Gen. Absalom Raman, MM, MC (then Deputy Longvibu of the Naga Army)—forcibly disarmed Brigadier David Rambo, Commander of the Southern Command of the Naga Army, abducted forty-six (46) Naga Army personnel, and seized all arms and ammunition, including forty-nine (49) firearms, 4,844 rounds of ammunition, and ten (10) lathode shells, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
9. AND WHEREAS, on December 9, 2023, Lieut. Gen. HS. Ramsan, VC (Retired), sent a letter to the Hon’ble Ato Kilonser, Ino Th. Muivah, attempting to justify his subversive actions under the guise of protecting the Naga nation; concurrently, the Northern Command of the Naga Army, under the influence of Lieut. Gen. Absalom Raman, MM, MC, severed all communication with the General Headquarters (GHQ) for over six months, violating vital military protocols and breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
10. AND WHEREAS, on January 6, 2024, loyalists operating under the explicit directives of Lieut. Gen. HS. Ramsan, VC (Retired), intercepted and forcibly disarmed Colonel Ngathingkhui Vakhong, Commander of the Central National Security Command of the Naga Army, and seized sixteen (16) service weapons along with 2,600 rounds of ammunition, committing a gross act of mutiny against the national army, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
11. AND WHEREAS, pursuant to a decision by the National Security Council, a five-member Peace Mission Team was constituted to engage with Lieut. Gen. HS. Ramsan, VC (Retired), between January 18 and January 19, 2024—the team comprising Ino Rh. Raising (Special Emissary to the Collective Leadership), Major General (Retired) Ramkathing Varah, VC (Member of the Collective Leadership), the late Colonel Khannganing Khapai (then Public Relations Officer at the Ceasefire Monitoring Office), Ino Salemyang Gangmei (Member of the Collective Leadership), and Ino Kihoyi Swu (Kilonser)—during which it was explicitly communicated that the Collective Leadership maintained an uncompromising commitment to the Naga National cause, prompting Lieut. Gen. HS. Ramsan, VC (Retired), to verbally accept the diplomatic overture and express a formal willingness to work cooperatively;
12. AND WHEREAS, upon consideration of the formal reports submitted by the Peace Mission Team, His Excellency the Yaruiwo (President) of the GPRN, in consultation with the Collective Leadership, granted a Presidential Pardon on January 25, 2024, and annulled the previous Termination Order, thereby demonstrating the organization’s profound commitment to internal reconciliation;
13. AND WHEREAS, on January 19, 2024, Lieut. Gen. Hs. Ramsan, VC (Retired), completely bypassed the Council Headquarters in Hebron and surreptitiously executed a unilateral Term of Understanding (ToU) with Lieutenant General Jackson Pfithu, the self-styled Commander in-Chief of the Naga National Council/Federal Government of Nagaland (NNC/FGN), an act constituting conspiracy and active rebellion against the national organization in the interest of adversary forces, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (c, d, & e); and Article 5, Clause (a);
14. AND WHEREAS, on March 27, 2024, during the 18th Lok Sabha election cycle, Lieut. Gen. HS. Ramsan, VC (Retired), willfully undermined the authority of the Collective Leadership of the NSCN by issuing an unauthorized public appeal that caused widespread confusion and institutional disorder, an act of direct defiance amounting to institutional rebellion, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
15. AND WHEREAS, on April 12, 2024, Lieut. Gen. HS. Ramsan, VC (Retired), independently and illicitly transmitted an unauthorized official communication to the Chairman of the Naga Self-Administered Zone in Eastern Nagalim under the fraudulent seal of the “District Office”, Lahe Branch, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
16. AND WHEREAS, on April 24, 2024, loyalists operating under the explicit command of Lieut. Gen. HS. Ramsan, VC (Retired), forcibly extorted an unsanctioned “census registration fee” of ₹50 per capita in Eastern Nagalim in direct violation of standing Council orders, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clause (c); and Article 5, Clause (a);
17. AND WHEREAS, on April 25, 2024, verified official communications revealed that Colonel Mahongam (alias Angam), acting under the direct instructions of Lieut. Gen. HS. Ramsan, VC (Retired), engaged in unauthorized diplomatic proceedings with Mr. PS. Haokip, President of the hostile Kuki National Organization/Kuki National Army-Burma (KNO/KNA B), culminating in a mutual agreement for cross-border logistical support, an act constituting treason against national authority, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (c, d, e, & f); and Article 5, Clause (a);
18. AND WHEREAS, on May 25, 2024, Lieut. Gen. HS. Ramsan, VC (Retired), enticed the KNA-B to issue an official press statement urging the Naga public to support him and his loyalists, establishing clear material evidence of his alignment with forces working against Naga national interests, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (c, d, e, & f); and Article 5, Clause (a);
19. AND WHEREAS, on July 7, 2024, Lieut. Gen. HS. Ramsan, VC (Retired), in a coordinated effort, issued a public appeal for prayer and unity while concurrently his allies in the KNA-B and the People’s Defence Force (PDF) launched armed offensives against the Naga Army along the Indo-Myanmar border, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (c, d, e, & f); and Article 5, Clause (a);
20. AND WHEREAS, on July 18, 2024, on established counts of establishing a parallel administration, fraternizing with hostile anti-Naga entities, and actively waging war against the Naga nation, His Excellency the Yaruiwo (President) of the GPRN issued an Executive Order officially terminating both Lieut. Gen. HS. Ramsan, VC (Retired), and Lieut. Gen. Absalom Raman, MM, MC (then Deputy Longvibu of the Naga Army) from active national service and party membership;
21. AND WHEREAS, on August 3, 2024, Lieut. Gen. Absalom Raman, MM, MC, issued a confidential directive to all zonal commanders within the Eastern Flank, instructing them to maintain unauthorized operational and military ties with the People’s Defense Force (PDF Kachin), the NNC/FGN in Upper Burma and the Sagaing Division, the Shanni (Red Shan), and the Myanmar Military Junta, an act of unauthorized overture amounting to outright mutiny, thereby breaching Party Discipline: Article 2, Clause (i); Article 4, Clauses (c, d, e, & f); and Article 5, Clause (a);
22. AND WHEREAS, between November 4 and November 5, 2024, Lieut. Gen. HS. Ramsan, VC (Retired), ordered the unlawful detention of a seven-member Peace Mission delegation sent to engage with him—which included Brigadier Paul Kasomwoshi, Brigadier Phungreishung Phungshok, Brigadier Alen Siro, Colonel Ashok Somdhar, Lieutenant Colonel Star Zimik, Lieutenant Mungrei, and Lieutenant Thotsem Shaiza—and while five delegates were subsequently released, Brigadier Siro and Lieutenant Shaiza were held hostage for over forty (40) days in a calculated attempt to incite division and hostility among the officers and rank-and-file of the Naga Army;
23. AND WHEREAS, on December 9, 2024, Lieut. Gen. HS. Ramsan, VC (Retired), transmitted a letter to the Hon’ble Ato Kilonser, Ino Th. Muivah, deceptively pledging absolute loyalty to Naga National principles and the Indo-Naga Framework Agreement;
24. AND WHEREAS, on January 13, 2025, Lieut. Gen. HS. Ramsan, VC (Retired), sent an unauthorized letter to His Excellency, Mr. Mahn Winn Khaing Than, Prime Minister of the National Unity Government of the Republic of the Union of Myanmar, declaring a commitment to cooperate with the said foreign government, thereby usurping sovereign authority and severely compromising the geopolitical footing of the NSCN/GPRN;
25. AND WHEREAS, in a continuous effort to prevent internal conflict, His Excellency the Yaruiwo (President) of the GPRN constituted a four-member high-level Peace Mission on January 22, 2025—led by Major (Retired) Hutovi Chishi (Convener of the Steering Committee), Major General (Retired) Ramkathing Varah, VC (Member of the Collective Leadership), Major General (Retired) RS Chinaoyo, MM, MC (Executive Member of the Steering Committee), and Ino Wungnaoyung Sayai (Kilonser)—to formally engage with Lieut. Gen. HS. Ramsan, VC (Retired);
26. AND WHEREAS, on February 6, 2025, Lieut. Gen. HS. Ramsan, VC (Retired), and Lieut. Gen. Absalom Raman transmitted a joint communication to His Excellency the Yaruiwo (President), Ino Q. Tuccu, acknowledging the Peace Mission and explicitly assuring the Collective Leadership of their absolute loyalty and intent to operate under the strict directive of the Council Headquarters in Hebron, an assurance subsequent events proved to be deliberately misleading;
27. AND WHEREAS, on June 12, 2025, His Excellency the Yaruiwo (President) of the GPRN proclaimed a General Amnesty to re-assimilate detractors into the national mainstream, thereby aiming to strengthen the Framework Agreement and advance the Naga National cause;
28. AND WHEREAS, various Naga Civil Society Organizations and Church leaders, particularly from the Wung-Tangkhul Region, acting in good faith and unaware of the full extent of the internal rift, undertook numerous missions to the Eastern Flank to facilitate reconciliation with the mainstream;
29. AND WHEREAS, on June 13, 2025, Lieut. Gen. HS. Ramsan, VC (Retired), issued a formal handwritten statement through the Tangkhul Baptist Churches Association (TBCA) acknowledging a conciliation meeting with church leadership and explicitly stating his willingness to mutually reconcile and work unitedly under the framework of the November 7, 2024, political statement issued by the Ato Kilonser, Ino Th. Muivah;
30. AND WHEREAS, on July 14, 2025, a three-member reconciliation team consisting of Major General (Retired) Ramkathing Varah, VC (Member of the Collective Leadership), Ino Gardner Kaping (Executive Member of the Steering Committee), and Captain (Retired) Samson Jajo (Kilonser) journeyed to Somrah to formally meet with representatives of Lieut. Gen. HS. Ramsan, VC (Retired), and finalize terms for their integration into the mainstream;
31. AND WHEREAS, upon receiving subsequent correspondence from Lieut. Gen. HS. Ramsan, VC (Retired), formally acknowledging the authority of the Collective Leadership, His Excellency the Yaruiwo (President) of the GPRN revoked the standing termination order of July 18, 2024, on August 12, 2025, thereby fully restoring his status in the national service;
32. AND WHEREAS, on August 23, 2025, in direct contradiction of his prior written assurances, Lieut. Gen. HS. Ramsan, VC (Retired), issued a conflicting written statement publicly denying that he had ever tendered an apology to the Collective Leadership or accepted the terms of the General Amnesty, despite continuous efforts and appeals for true reconciliation by various concerned organizations;
33. AND WHEREAS, on January 25, 2026, Lieut. Gen. HS. Ramsan, VC (Retired), participated in a high-level video conference with Lieut. Gen. (Retired) VS. Atem, VC, AEM (Deputy Ato Kilonser), Ino Rh. Raising (Special Emissary to the Collective Leadership), Ino KP Huray (Kilo Kilonser), and General (Retired) Ningkhan Shimray, MC, VC (Coordinator, Indo-Naga Peace Talks) in the presence of five (5) prominent Tangkhul church leaders, which culminated in his pledging absolute obeisance to the Council Headquarters in Hebron to uphold the Framework Agreement;
34. AND WHEREAS, following these explicit assurances, Lieut. Gen. HS. Ramsan, VC (Retired), was designated as a Member of the Collective Leadership of the NSCN on February 17, 2026;
35. AND WHEREAS, between March 23 and March 25, 2026, a five-member high-level delegation led by Rev. A. Puni (Special Counsel to the Collective Leadership), Ino Kraibo Chawang (Member of the Collective Leadership), Major (Retired) Hutovi Chishi (Convener of the Steering Committee), Rev. Seksim Kasar (General Secretary, Council of Nagalim Churches), and Ino Wungnaoyung Sayai (Kilonser) met with Lieut. Gen. HS. Ramsan, VC (Retired), to administer the official Oath of Allegiance, which he flatly refused to execute;
36. AND WHEREAS, on April 4, 2026, Ino Ngathingpam Rungsung (Deputy Kilonser) led an official delegation to meet with Lieut. Gen. HS. Ramsan, VC (Retired), in an effort to resolve outstanding institutional bottlenecks and re-establish a common administrative ground;
37. AND WHEREAS, on April 22, 2026, Ino Ngathingpam Rungsung (Deputy Kilonser) met with Lieut. Gen. Hs. Ramsan, VC (Retired), for a second consecutive time to explicitly remind him of his constitutional obligations toward the Council Headquarters in Hebron, and to demand that he immediately cease all parallel administrative activities and return to the mainstream;
38. AND WHEREAS, on April 23, 2026, Ato Kilonser Ino Th. Muivah received a written communication from Lieut. Gen. HS. Ramsan, VC (Retired), wherein he renewed his assurances of loyalty to the Collective Leadership and reaffirmed his adherence to the political statement of November 7, 2024, and the Framework Agreement;
39. AND WHEREAS, on April 27, 2026, during a direct video conference with Ato Kilonser Ino Th. Muivah, Lieut. Gen. HS. Ramsan, VC (Retired), reiterated his compliance with the decisions of the Collective Leadership and gave his verbal assent to operate under the authority of the Council Headquarters in Hebron;
40. AND WHEREAS, on May 21, 2026, Lieut. Gen. HS. Ramsan, VC (Retired), transmitted another formal letter to the Hon’ble Ato Kilonser, Ino Th. Muivah, acknowledging his recent meetings with peace envoys and explicitly reaffirming his ideological stance and strict adherence to the historic Indo-Naga Framework Agreement;
41. AND WHEREAS, in a final definitive effort, a high-level ministerial delegation comprising Captain (Retired) Samson Jajo (Kilonser), Ino Ngaranmi Jagoi (Kilonser), Deputy Kilonser, Ino Ngathingpam Rungsung, and Deputy Kilonser Ino Khavangkhui Rungsung met with Lieut. Gen. HS. Ramsan, VC (Retired), on May 30, 2026, to persuade him to take the Oath of Allegiance as a Member of the Collective Leadership, which he refused, stating, “We can work together without accepting the appointment.”;
42. AND WHEREAS, on May 22, 2026, the Cabinet Secretary formally conveyed a resolution of the National Security Council (NSC) to Lieut. Gen. HS. Ramsan, VC (Retired), directing him to clarify his ambiguous administrative position on or before June 10, 2026, a stipulation which Lieut. Gen. HS. Ramsan, VC (Retired), chose to completely ignore, thereby confirming his stance of institutional defiance;
43. AND WHEREAS, on June 16, 2026, Lieut. Gen. HS. Ramsan, VC (Retired), alongside his cohort—comprising Mr. Ikato Chishi Swu, Mr. Victor Angami, Lieut. Gen. Absalom Raman, MM, MC, and Mr. Angyo Jacob Tangshang—issued an unfounded public statement falsely alleging that the Collective Leadership of the NSCN and the Council Headquarters in Hebron had compromised the Naga National cause by engaging in meaningless negotiations with the Government of India (GOI), and further weaponized confidential, unratified negotiation contents (“Non-papers”) currently subject to the ongoing peace process;
44. AND WHEREAS, the National Security Council (NSC), after careful, intensive, and impartial consideration of all preceding events, concludes that despite repeated, exhaustive attempts by the Collective Leadership to accommodate and integrate Lieut. Gen. HS. Ramsan, VC (Retired), and his cohort into the mainstream, their persistent operation as a parallel entity constitutes a severe, irreparable breach of the Yehzabo (Constitution);
45. AND THEREFORE, the Collective Leadership of the NSCN, having been left with no other recourse, invoked the provisions of the Yehzabo (Constitution) and Party Discipline to immediately expel Lieut. Gen. HS. Ramsan, VC (Retired), and Lieut. Gen. Absalom Raman, MM, MC, from active party membership effective June 24, 2026;
46. AND WHEREAS, the aforementioned action was subsequently followed on July 7, 2026, by the formal expulsion of their abettors, namely Lieut. Col. Victor Angami (Retired), MCL; Mr. Kikheto Chishi Swu, Kilonser; Mr. Ikato Chishi Swu, EMSC; Rev. Vitovi Yeptho, Deputy Kilonser; Mr. Pamshang Zimik, Deputy Kilonser; and Mr. Angyo Jingseya (Jacob) Tangshang, Tatar, from active membership of the party; i. ii. The Yehzabo (Constitution):
(a) Part-II article 1 “….one party, one government…” (b) Part-IV article 4 clause (a) “….. abide by the Yehzabo and the laws…” (c) Part IV, Article 4, clause (b) “… state organ, armed forces,… must abide by the Yehzabo.” The party discipline preamble, “No one is above righteousness. No one is above the Nation, and no one is above the National Socialist Council of Nagalim”. iii. The party discipline article 4:
(a) Maintenance of National security is the sacred obligation of every member of the NSCN/GPRN.
(b) Every member of the Council should be vigilant and take it as his/her obligation to inform the higher authorities in person of anything that is likely to affect the affairs of the Council.
(c) Conduct of affairs independent of the authority’s concern is prohibited.
(d) No commitment without the prior knowledge of the authorities is permitted.
(e) Prior consent of the authorities should be sought before making contact with any committed demagogue or responsible officer serving under the adversaries.
(f) Any accidental meeting with men of doubtful character, a committed demagogue, or a responsible officer serving under the adversaries should be reported to the nearest authority without delay.
47. NOW, THEREFORE, pursuant to the Executive Order dated July 1, 2026, issued by His Excellency the Yaruiwo (President), all members of the NSCN currently operating under the unauthorized command of Mr. Hanshi Ramsan and Mr. Absalom Raman within the socalled Eastern Flank are hereby strictly ordered to report to the Council Headquarters in Hebron or the General Headquarters (GHQ) forthwith;
48. AND FINALLY, non-compliance with this directive within the stipulated timeframe shall be construed as a definitive and adversarial act against the Nation, subjecting the defaulting individuals to immediate, severe punitive actions under the national military laws and provisions of the Yehzabo
