United Naga Council (UNC) has called for a 24 hour total shutdown across Naga Areas from 6.00 AM of June 11, 2026 to 6.00 AM of June 12, 2026. Mortal remains of the 6 Naga Hostages will not be received until and unless the following charter of demands are fulfilled and justice is delivered to the deceased families by the Government of Manipur and the Government of India.

The press statement issued by H. James Hau, Information & Publicity Secretary United Naga Council stated that “the prayerful expectation of the Naga peoples after release of the 14 Kuki detainees in the evening yesterday, is confronted with the shocking fact that the 6 innocent Nagas taken hostage by the Leilon Vaiphei Villagers and the KNF(P) militants, on 13th May, 2026 have been recovered not only as lifeless human remains but also in highly mutilated and dismembered conditions. This is the most unacceptable and gross violation of human rights and disrespect for the dignity of the human persons. We condemn this sacrilegious and satanic act upon the innocent Naga civilians in the strongest terms.

“We express our heartfelt sympathies to the bereaved families and stand in solidarity with them. during this hour of profound grief and loss.

“This tragedy has caused immense pain to the families and to the Naga people at large. It has shaken the faith of citizens in the Government’s ability to ensure the safety and security of innocent civilians. We consider this as a direct challenge to the collective identity and security of Naga people.

“In peaceful protest and to demand for justice, the United Naga Council hereby declare a 24 Hours Total Shutdown across Naga Areas from 6.00 AM of June 11, 2026 to 6.00 AM of June 12, 2026.

“We appeal to all citizens to observe the shutdown peacefully, and stand together with Naga people until justice is served.”

Further, the UNC has decided that the mortal remains of the 6 Naga Hostages will not be received until and unless the following charter of demands are addressed and justice is done for the families of the murdered hostages by the Government of Manipur and the Government of India.

CHARTER OF DEMANDS:

1. Abrogation of the Suspension of Operations (SoO) Agreement with all Kuki militant groups.

2. Immediate arrest and prosecution of all Kuki National Front – President group (KNF-P) personnel involved in the abduction of 18 Naga civilians including two pastors on May 13, 2026 at Leilon Vaiphei Village and the subsequent cold blooded murder of 6 of them, and also for the murder of Mr. Wilson Thanga Chiru at Joujangtek on the same day. Further, we demand the immediate arrest and prosecution of Mr. Lalboi Vaiphei, Chief of Leilon Vaiphei Village, along with all individuals involved in the abduction of the above 18 Naga civilians.

3. Declaration of Kuki National Front-President Group (KNF-P) as a terrorist organization.

4. Immediate removal of Mrs. Nemcha Kipgen from the position of Dy. Chief Minister, Manipur, the wife of Mr. Semtinthang @ Thangboi Kipgen, President KNF-P, a Kuki Militant group who is complicit in the murder of the Naga civilians mentioned above. This will restore the public trust and confidence in the state government. Her continuation in office will amount to willful compromise of the integrity of internal security concerns of both the State and the Nation at large.
