Kuki CSO Working Committee Accuses Ukhrul Police As Communal Bias & Institutional Failure

The Kuki CSO Working Committee Ukhrul has accused the Ukhrul Police as being biased and communal. And has demanded for an independent, impartial, and time-bound inquiry into the functioning of Litan Police Station and Ukhrul Police.

The statement issued by the Kuki CSO Working Committee Ukhrul reads, “the police are meant to be a neutral institution that inspires trust and ensures the safety and security of all communities without fear or favour. However, serious concerns have arisen regarding the functioning of Ukhrul Police, particularly Litan Police Station, which is increasingly being perceived as operating in a biased and communal manner.

“There are multiple incidents that show Litan Police Station has engaged in polarized reporting of incidents, compromised investigations, and intentional negligence in applying appropriate legal provisions in cases involving violence against the Kuki community. It is evident that Tangkhul militants have been given undue freedom to operate from areas in close proximity to the police station, including launching attacks on nearby villages such as Mongkot Chepu.

“Litan Police have consistently downplayed or obscured irregularities within the station, enabling a pattern of questionable practices to continue unchecked. These concerns have been endured silently for a considerable period, but recent developments have compelled affected Kuki communities to raise their voices.

“On 20 April 2026, at approximately 5:30 PM, a single round of gunfire-believed to be from a sniper-was fired toward the residence of the Chief of Mongkot Chepu from the direction of Litan Police station. The bullet struck the window of the durbar hall, penetrated through it, and hit the opposite wall. The incident occurred while a village authority meeting was underway, posing a grave threat to lives and public safety.

“This incident is not isolated but part of a broader pattern of alleged negligence and partiality.

The following instances highlight ongoing concerns:

1) Failure to take preventive action against members of Katho Katamnao Long, who issued open threats to Kuki Students Organisation executives in the presence of senior police officials during a meeting at Litan Police Station on 08 February 2026.

2) In the case of the abduction and brutal killing of two villagers, Thenkhogin Baite and Thangboimang Lunkim-who had reportedly gone to repair a water source in the border area of Sikibung and Thawai Kuki-Litan Police allegedly diluted the gravity of the crime by applying narcotics-related sections and suggesting they were abducted from poppy fields, thereby undermining the seriousness of the murders.

3) Objection by Ukhrul Police to the registration of Zero FIRs at other nearby Police Stations, despite a clear lack of trust among the Kuki population toward Litan Police.

4) Repeated reports alleging that Litan Police Station has remained passive, or even negligent, in addressing Tangkhul militant activities in its vicinity, including the presence of their bunkers near the station and repeated attacks on Mongkot Chepu from that direction.

6) On 06 April 2026, during an attack on Mongkot Chepu by Tangkhul militants, Litan Police reportedly fired rocket launchers (RLs) toward the village, claiming it as deterrent action. This reportedly triggered a jungle fire, further endangering civilian lives and property.

7) Allegations that Ukhrul Police have shown leniency toward Tangkhul militant groups, while promptly initiating large-scale operations in Kuki areas following the incident of 18 April 2026, based primarily on allegations and suspicion.

The Kuki CSO Working Committee Ukhrul also accused the Ukhrul Police of failing to respond to ongoing violence by Tangkhul militants operating from Sinakeithei. Apart from the Mongkot Chepu incident, on April 19, 2026, an unprovoked firing by Tangkhul militants caused an armed exchanges reportedly occurred at G. Shongmun from 6:30 PM to 4:00 AM on April 20, during which the home of Jamkhohao Khongsai was destroyed. There have also been repeated ambushes on civilian commuters between Leplen and Tingpibung, resulting in multiple injuries so far with no visible action from the Ukhrul Police.

“In light of these serious concerns, there is an urgent need for an independent, impartial, and time-bound inquiry into the functioning of Litan Police Station and Ukhrul Police. The rule of law must prevail, and policing must remain impartial to maintain peace, stability, and trust among all sections of society” added the statement issued by the Department of Security & Defence, WCKCSOS-Ukhrul.
