The ongoing pen-down strike by Lecturers Association Manipur (LAM) 2018 Batch -Ukhrul Chapter has paralysed and hampered the daily conduct of educational institutions located at Ukhrul District.
The Lecturers Association Manipur, 2018 Batch (LAM) had taken unanimous decision for a pen-down strike from 21- 26 July in accordance with the Press Note issued by the Lecturers Association Manipur, 2018 batch (LAM) on 19 July, 2025. The decision was taken by the association after repeated delays in fulfilling the commitments made by the government.
The press release stated “On January 8, 2022, the Education Commissioner issued our regularisation order, in which it was mentioned that the entitled pay and allowances of the higher secondary lecturer will be given from 1 April, 2023.
However, the concerned authority has neither completed the regularisation process nor given us the entitled regular salary to this day.
In spite of the authority failing us every now and then, we, the lecturers, have been sincerely performing our duties in the school, taking active part in nation building.
We urge the concerned department to complete the regularisation process and release our regular salaries without further delays in view of the difficult circumstances we the teachers are currently facing.”
The concerned authority has recruited 603 Lecturers on contract basis in 2018. Subsequently, appointed as lecturers on 25 November, 2019 and were regularised on 8 January, 2022 in pursuance of the State Cabinet decision taken on 4 January 2022.
As per the Regularisation Order, the payment of entitled pay and allowances of the higher secondary lecturers with effect from 1 April 2023. However, till date, neither the regularisation process is completed nor is the regular salary being given.
Speaking with the media person, Principal of Ukhrul Higher Secondary School, S. Josiah stated that, “the ongoing pen-down strike by the newly regularised lecturers at our school is causing a hard time because eleven of them are newly regularised lecturers of which 5 are English lecturers, and we have just one teacher available. We are also utilising them to teach the Tangkhul subject; and therefore daily classes are being disturbed. We are not able to take Tangkhul and English classes. There are also 4 Biology lecturers in the newly regularised lecturers, and so, in science classes we are also facing difficulties in conducting normal classes. Because of the ongoing pen-down strike, we are also having problems conducting classes for the arts students. I humbly appeal to the Government to look into the matter so that the students are not deprived of their learning and also the school administration can smoothly function as before in spite of all the shortages.”
There are 23 lecturers in Ukhrul District and 11 in Kamjong District. The lecturers from Ukhrul District include 3 from Talui Higher Secondary Academy, 5 from Somdal NK Higher Secondary School, 4 from Jessami Higher Secondary School and 11 from Ukhrul Higher Secondary School.
In the Kamjong District, 4 lecturers from Kasom Khullen Higher Secondary School, 5 from Kamjong Higher Secondary School and 2 from Phungyar Higher Secondary School.
