TMNL Files Complaint Against Threat To Chopper Operating Imphal-Ukhrul

The Tangkhul Mayar Ngala Long (TMNL) -Tangkhul Youth Council has filed a complaint against public threats to civil aviation, public safety and state authority and requests for immediate legal actions. The TMNL on Thursday submitted the complaint to the Superintendent of Police, Ukhrul for initiating immediate legal actions.

The complaint submitted by Thotchuingam P Kasar, General Secretary, Tangkhul Mayar Ngala Long (TMNL) stated that “I wish to bring to your urgent attention a highly alarming public statement circulated under the name “Office of the Village Volunteer, Ukhrul Gamkai,” dated 19 May 2026, titled “Warning Against Unauthorized Airspace Intrusion.” A copy of the said statement is enclosed for your reference.

“The contents of the statement contain explicit threats to shoot down allegedly unauthorized drone and shoot down the passenger helicopter operating between Ukhrul and Imphal if it flies through certain areas.

“The statement further attempts to assert unlawful control over airspace and threatens retaliatory action against villages allegedly connected to drone activity. Such declarations are extremely serious in nature and amount to:

-Criminal intimidation and threats to public safety;

-Open incitement to violence;

-Threats against civil aviation and public transport;

-Interference with sovereign governmental authority over Indian airspace; and

-Potential offences affecting public order, national security, and communal harmony.

“The threat directed toward a passenger helicopter is particularly grave, as it endangers innocent civilian lives and challenges the lawful authority of the Government of India and the State administration. No private group or village body has the legal authority to regulate or threaten aircraft operations.

“In view of the seriousness of the matter, I respectfully request the Police Authorities to:

1. Take suo motu cognizance of the statement;

2. Immediately register an FIR against the individuals and organizations responsible for issuing and circulating the threat;

3. Investigate the authenticity, source, and intent behind the statement;

4. Initiate appropriate legal proceedings under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), Aircraft Act, Unlawful Activities provisions if applicable, and other relevant laws; and 5. Ensure protection of public safety and uninterrupted lawful aviation movement in the district.

“Given the volatile security implications of such statements, prompt intervention by the administration and law enforcement agencies is essential to prevent escalation and to uphold the rule of law” added the statement of TMNL.

The complaint was also copied to the Deputy Commissioner of Ukhrul and Litan Police Station.
