Naga Civil Bodies Issue Ultimatum To Government of India

The United Naga Council (UNC), All Naga Students’ Association Manipur (ANSAM), Naga Women’s Union (NWU) and Naga Peoples Movement for Human Rights-South (NPMHR-S) on Tuesday issued a 20 Day Ultimatum to the Government of India addressed to the Prime Minister, Union Home Minister, Union Defence Minister and Minister of External Affairs through the Governor of Manipur.

The three points are revocation of orders related to abrogation of FMR, immediate stoppage of all ongoing border fencing construction and demarcation works in Naga Ancestral Lands and to initiate a meaningful and time-bound dialogue with the Naga Civil Societies, and affected stakeholders.

The ultimatum reads “The offices of the United Naga Council (UNC), All Naga Students’ Association Manipur (ANSAM), Naga Women’s Union (NWU) and Naga Peoples Movement for Human Rights-South (NPMHR-S)- the apex civil society organisations of the Nagas in the state of Manipur submit this ultimatum with deep concern and anguish, expressing our strong resentment against abrogation of the Free Movement Regime (FMR) along the imaginary Indo-Myanmar border and the accelerated ongoing border fencing construction across the ancestral Naga homeland without due consultation with the affected indigenous communities and violating the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) particularly Articles 8,26 and 36 thereof, endorsed by India.

Sir, we would like to place on record that considerable numbers of press statements have been issued, picketing of government offices in Naga inhabited areas have been undertaken, public demonstration of protest and rallies were held in Naga hill districts and memoranda submitted to register our stiff opposition to the abrogation of FMR and construction of the border fencing across the Naga ancestral homeland. Some of the references are given below:

i. Memorandum submitted to the Union Home Minister, Government of India on January 19,2024 through the Deputy Commissioner, Senepati District Hqs.Manipur by UNC.

ii. Memorandum submitted to the Union Home Minister of lndia through the honourable Governor of Manipur on February 1, 2025 by ANSAM.

iii. Rally at Chandel district and a memorandum submitted to the Prime Minister of India on February 12, 2025 through the Deputy Commissioner by Chandel Naga People’s Organization (CNPO), NSUC and Naga Chief Association, Chandel.

iv. Rally at Kamjong and a memorandum submitted to the Governor of Manipur on February 21, 2025 by the Tangkhul Naga Zingsho Longphang.

v. Mass rally at Ukhrul organized by the Tangkhul Nage Long (TNL) under the aegis of UNC and submitted a memorandum to the Prime Minister of India on April 2, 2025 through the Deputy Commissioner, Ukhrul by TNL, TNAL,TSL,TKS,TMNL,TNZL, Tangkhul Naga Ato Longphang, Tangkhul Naga Aze Longphang and Tangkhul Nage Zingtun Longphang.

vi. Memorandum submitted to the Governor of Manipur on May 2 ,2025 by UNC.

vii.Memorandum submitted to the Governor of Manipur on February 26, 2025 by ANSAM.

viii. Memorandum submitted to the Ministry of External Affairs, Prime Minister of India, Home Minister of lndia through the Governor of Manipur on June 20,2025 by ANSAM

ix. Memorandum submitted to the honourable Prime Minister of India, Union Home Minister of lndia and the Governor of Manipur through the Deputy Commissioner, Senepati on June 20, 2025 by the Senapati District Students’ Association (SDSA).

x. Memorandum submitted to the honourable Prime Minister of India, Union Home Minister of India and the Governor of Manipur through the Deputy Commissioner, Ukhrul on June 20, 2025 by the Tangkhul Katamnao Saklong (TKS).

xi Memorandum submitted to the honourable Prime Minister of India, Union Home Minister of India and the Governor of Manipur through the Deputy Commissioner, Chandel on June 20, 2025 by the Naga Students’ Union, Chandel (NSUC).

xii. Memorandum submitted to the Governor on July 12, 2025 by the Tangkhul Naga Long (TNL).

In light of the above, and towards securing our legitimate rights over our ancestral land and our peoplehood, we, the undersigned issue this 20 (Twenty) DAY ULTIMATUM to the Prime Minister, Union Home Minister, Union Defence Minister and Minister of External Affairs, Government of India for addressal of the followings:

a. The Government of India must revoke the notification/order related to the abrogation of the Free Movement Regime (FMR) immediately.

b. Immediate stoppage of all ongoing border fencing construction and demarcation works in Naga Ancestral Lands.

c. The government of India must initiate a meaningful and time-bound dialogue with the Naga Civil Societies, and affected stakeholders.

Should the above demands remain unaddressed from the date of this ultimatum, we shall be compelled to resume our protest movement in stronger measures across all the Naga hill districts.

The ultimatum was jointly signed by NG. Lorho, President of UNC, Vareiyo Shatsang, General Secretary of UNC, Priscilla Thiumai, President of NWU, A. Hoibila, General Secretary of NWU, Th. Anteshang Maring, President of ANSAM, Isaac Charenamei, General Secretary of ANSAM and Joyson Mazamo, Convenor NPMHR-S.
