Consultative Meeting On Delimitation, Budget Bifurcation And Sixth Schedule

One day consultative meeting on Delimitation, Budget Bifurcation, Sixth Schedule was held at Ukhrul Headquarters on Friday. Organised by Tangkhul Naga Long at TNL Office cum Multipurpose Complex Hall, Wino Tang Ukhrul.

The resource persons were Worso Zimik, Advocate & Legal Consultant, Zimik Associate, New Delhi and Sword Vashum, President of Tangkhul Naga Long.

The consultation meeting was attended by representatives from Kon Naga Union, Zeme Naga Council, Rongmei Naga Council, Maring Uparup, Tangkhul Hoho Nagaland and Khoibu Naga among others.

Recommendations made on the 7th of November, 2025 at TNL Office cum Multipurpose Complex Hall during One Day Consultative Meeting on Delimitation, Budget Bifurcation & VIth Schedule organized by Tangkhul Naga Long at Ukhrul:

1. On the Principles of equity and justice as envisaged in constitutional democracy, the Tribals of Manipur should be given accurate/proportionate people’s representation in the 60 strong Legislative Assembly of Manipur.

Accordingly, fair mandate demands that in the 60 strong Legislative Assembly of Manipur, the Tribals should have 35 representatives and 25 should go to the valley. (Tribals own 90% of land, valley owns 10% Population wise constitute 15 lakhs and the Valley 17 lakhs) Tribal

2. We are not asking for two budgets but we demand the existing budget in the Legislative Assembly of Manipur be bifurcated into two components as per the intent of Article 371C. One component should be for the valley and the other should go to the hills with all the resources being implemented through the Hill Areas Committee.

Therefore, Budget Bifurcation should be put in place without any delay.

3. Sixth Schedule, being important and intrinsic to protecting our land and its resources, our identity, our culture, our customary law and in the absence of which, we could not assert our rights eventually leading to economic deprivation and myriad hardship, we should demand Vith Schedule under Article 244A in right earnest.

Our demand for Sixth Schedule has nothing to do with Naga national movement but it is for the upliftment of the Tribals of Manipur in all aspects and just as our counterparts in other states have enjoyed we are asking for the same which is provided under the Indian Constitution.
