ALLEGATIONS, INSTITUTIONAL INTEGRITY AND THE PERILS OF TRIAL BY SOCIAL MEDIA

The Naga Centre for Strategic Studies (NCSS) expresses serious concern over the allegations against Kamjong Superintendent of Police Tholu Rocky, MPS, following the attack on Chassad village on 17 October 2026. The subsequent report of his transfer from In-Charge SP, Kamjong, to In-Charge Assistant Director at the Manipur Police Training College, alongside the appointment of Jay Barange, IPS, as the new SP of Kamjong, has added another dimension to an already sensitive security situation.

According to reports circulating locally, the transfer followed allegations that the officer assisted NSCN-IM in the attack, including claims that he facilitated the destruction of the village and supplied arms and ammunition to those involved. These are serious allegations that warrant impartial investigation. However, the precise administrative grounds for the transfer must be distinguished from the allegations that preceded it. Unless the Government of Manipur explicitly establishes the reasons in an official order or statement, the transfer itself cannot be treated as proof of guilt, nor can its timing alone establish that the decision was politically or communally motivated.

The Government of Manipur must clarify whether the transfer was a routine administrative measure, an interim step intended to facilitate an impartial inquiry, or a decision taken in response to specific findings. If it was intended to safeguard the integrity of an investigation or restore public confidence, the authorities should explain the accompanying investigative measures. A transfer may alter an officer’s posting, but it cannot substitute for establishing the facts, determining individual responsibility, or pursuing appropriate legal proceedings where warranted.

The controversy also raises fundamental questions concerning evidentiary standards, institutional accountability, and the dangers of trial by social media. Where allegations are circulated as unverified claims but simultaneously used to demand punitive action, public discourse risks collapsing the distinction between accusation and adjudication. The intensity with which a claim circulates does not determine its veracity, nor does public sentiment substitute for credible evidence.

The professional reputation of a public servant must not be irreparably damaged through unsubstantiated accusations. Character assassination cannot become an acceptable instrument of public discourse or a means of exerting pressure upon public institutions. Where demonstrably false allegations constitute defamation or another actionable wrong under applicable law, the aggrieved party should be entitled to seek appropriate legal remedies before a competent court.

The rapid circulation of allegations following a violent incident also warrants examination from a broader strategic perspective. In a conflict-sensitive environment such as Kamjong, premature attribution of responsibility can distort public understanding, erode confidence in law-enforcement institutions, and complicate efforts to establish the facts. When unverified claims acquire the force of public verdicts, the resulting information environment can deepen mistrust and narrow the space for constructive engagement.

These risks become more acute when allegations are framed in communal terms. Unverified and inflammatory narratives can reinforce existing suspicions, encourage retaliatory mobilisation, and transform an incident requiring impartial investigation into a wider contest of competing ethnic narratives. All individuals, organisations, and community representatives, including those within the Kuki community, should therefore exercise restraint and refrain from circulating fabricated accounts, unsubstantiated accusations, or inflammatory claims. No community should resort to concocted narratives to discredit public institutions or prejudice public opinion against individual officials.

The government must establish the facts, explain the administrative measures it has taken to the extent legally appropriate, and demonstrate that the pursuit of accountability is guided by evidence rather than public pressure or communal considerations.

Sustainable peace cannot be built upon conjecture, collective suspicion, or verdicts delivered in the court of public opinion. It must rest upon verifiable evidence, transparent institutions, individual accountability, and an unwavering commitment to the rule of law.
