The All Naga Students’ Association, Manipur (ANSAM) unequivocally condemned the alleged excessive use of force by CRPF personnel and Kangpokpi Police all belonging to Kuki community under the command of SDPO Lalboi Lunkim at Thonglang, IT Road, Kangpokpi on 28 June 2026, where unarmed Naga women protesters were reportedly subjected to open firing and use of force by even dismantling traditional Naga village gate with JCB belonging to Kuki people. The recovery of fired bullets from the site the following morning raises serious concerns regarding the unwarranted use of firearms against innocent protesters who were exercising their democratic right to demand justice for the six Naga brothers who were brutally murdered and dismembered.
ANSAM questions the seriousness of the Government as justice remains undelivered while the situation continues to deteriorate. The ongoing economic blockade across Naga areas is being carried out pursuant to the collective decision taken under the UNC (United Naga Council) Charter of Demand and shall continue until justice is delivered. The continued silence and inaction of the Government have only deepened public distrust and further escalated tensions between communities. Public office carries a constitutional duty to protect citizens, and those entrusted with authority must act responsibly during such times of crisis.
The Arms Act, 1959, read with the service rules governing armed police and paramilitary personnel, also mandates that firearms shall be used only in accordance with law and authorised operational procedures. Any unauthorized, reckless, or disproportionate use of firearms is liable to invite criminal prosecution, departmental proceedings, suspension from service, dismissal, and other disciplinary action as provided under law and service regulations. Also it is provided under Indian law that any public servant who abuses official authority or unlawfully uses force and firearms causing injury to civilians must be held criminally liable and prosecuted in accordance with the law.
Accordingly, ANSAM urges;
1. Government and its law enforcing agencies to respect the sentiment of the Naga people mourning for the justice of the slain six Naga hostages by KNF(P) and Lailon Vaiphei Villagers.
2. Swift investigation and prosecution of those responsible for the brutal killing and dismemberment of the Naga brothers.
3. Immediate implementation of the UNC Charter of Demand.
4. Assurance from the Government that constitutional rights to peaceful democratic protest shall be protected and that no excessive force shall be employed against unarmed civilians.
In view of the prevailing circumstances, ANSAM further asserts that, until the demands under the UNC Charter of Demand are fulfilled and public confidence is restored, armed security personnel should respect the decision of the Naga people and uphold the agitation resentment of the Naga people in accordance with the demand and with due regard for the safety of the local communities. ANSAM further maintains that armed security forces and any neighboring communities shall not be permitted to enter Naga villages without the prior consent of the respective village authorities, in order to prevent further escalation of tensions and to preserve peace and public order.
The Naga people have exercised remarkable restraint despite immense grief and provocation. Their demand is neither extraordinary nor unlawful-it is a demand for justice, accountability, and equal protection under the Constitution. ANSAM reaffirms that it shall continue to stand with the people until justice is delivered and those responsible are held accountable in accordance with the law.
