Muivah is a wise man, and apparently, even his enemies accept that he is a statesman. But would he accept the current proposal of the Government of India and pursue other things/rest of the things, through democratic process. Because, the statesman in him, should realise that “the proof of the pudding is in the eating.”
Most of us would have already watched the recent BBC Interview of Rh. Raising during the visit of Muivah to Manipur. He had categorically mentioned that Muivah has not agreed to the proposal of the Indian government for the usage of the flag in all Naga activities, except to display it at Kohima Secretariat. But, after 3 decades of political negotiations, now is the time to eschew ideological belligerence and political obstinacy.
The longest serving Chief Minister of Nagaland, Dr. Neiphiu Rio had also hinted again that all the Nagas of India should be united under the Pan Naga Hoho (PNH), which will be stationed at Kohima. The concept of Pan Naga Hoho (PNH), a sort of Supra-State structure, had been under discussion for almost 2 decades now.
The Nagaland CM had also mentioned that under his Chief Ministership, the Nagaland Legislative Assembly had already passed three resolutions to make way for the NSCN leadership, provided the political settlement is arrived at. It is most likely that Pan Naga Hoho will be formed under the Chairmanship of Muivah, if NSCN decides to accept the proposal of the Indian Government.
The draft proposal which had been under circulation for years and had been discussed countless number of times in many fora and whatsapp groups, was that, Nagaland state government would cease to exist and that every Legislative and Executive authority of Nagaland state (except Kohima Secretariat and the Office of the Honourable Governor ) would come under the Pan Naga Hoho. That the Naga Flag cannot and would not be hoisted at the Kohima Secretariat and Governor’s Office, under any circumstances. Which means, the present Kohima Secretariat would transform itself into some kind of an extension of the Governor’s Office.
Let’s accept the obvious, Muivah is the only man whose signature would be honoured by all Nagas and their organisations, WITHIN and BEYOND the state of Nagaland. After his death, it would be almost impossible to have a Political settlement with the Indian Government. The Nagas, young and old, should please take this seriously. Nagaland would be almost unlivable after the death of Muivah, if the Political Settlement is not arrived at during his time. Muivah and Rio, Tangkhul and Angami, respectively, can only implement this Political Settlement for the Nagas and the Indian Government.
Lots of debate and discussion had already happened on the nature of Pan Naga Hoho, for almost a decade, but nothing has really emerged. The floated rumour was that the members of the RTCs or Regional Autonomous Territorial Councils in Assam, Manipur and Arunachal, would have 3/4 times more funds-at their disposal- than even the Naga MLAs who are in Manipur and Arunachal. As it was already discussed many times, in several WhatsApp groups, apparently, the budget size of Pan Naga Hoho (PNH) would be more than 3 times the current budget of Nagaland Government. It seems, or apparently, most of the Nagaland domiciled leaders are over-excited about this proposed structure, but, for the obstinacy of the Tangkhul leaders at Hebron.
