Ukhrul: People's Rally Demands Permanent Political Solution

The PEOPLE’S RALLY on Thursday at Ukhrul Headquarters and Kamjong Headquarters jointly organized by Tangkhul Naga Long and Tangkhul Frontal Organization Under the aegis of United Naga Council has demanded the Government of India to resolve the political crisis in Manipur, to stop waging of proxy war in Manipur and to remove Assam Rifles from Naga Areas.

The Tangkhul Frontal Organisations submitted a memorandum to Narendra Modi, Prime Minister of India through the Deputy Commissioner of Ukhrul District. The memorandum appeals for recognizing the manipur problem as historical problem of illegal kuki immigration and hill-valley disparity and seeks permanent political solutions accordingly by directly addressing the existing structural imbalances.

The memorandum reads, “Manipur has been burning since 3rd May, 2023 and the initial Meitei-Kuki violence has now spiraled into the Naga inhabited areas following an assault on one Naga civilian by the Kukis on 7 February, 2026 and torching of more than 23 Tangkhul Naga houses at Litan area the following day. Ever since then, ruthless killings, abductions, arsons and firings, targeting innocent Naga civilians have been continuing unabated at the hands of the armed Kuki militants including KNF(P) and KNA/KNO (SoO) cadres and their affiliated groups, namely HNA, ZDV, UKRA, USRA, KNF(Z), UTLA, KNF(MC), ZRF, KLA(KNO), KNA(KLO), KRA, KRAIU). UMLA, PRA, KNLF, UKLF and HPC(D).

“As per the Suspension of Operations (SoO) ground rules, the Soo cadres must halt all unlawful activities, violence, extortion, and intimidation. Weapons are to be stored in monitored, double-locked armouries or near security force camps and the cadres are to be present at their respective designated camps. Shockingly, however, as per the report of “The Sangai Express dated 22.10.2026, “Even though 140 to 150 cadres of KNA and KLA were supposed to be staying in Sinai Campt, only 18 cadres were found during the verification process conducted since October, 20, 2026”.

“Till date, more than 32 Naga civilians have been killed. The most gruesome of all being the recovery of the mutilated bodies of the six abducted Liangmei Nagas on 10th June, 2026. They were chopped into pieces alive and their arms and limbs were cooked to forced feed the Naga women hostages blindfolded. The latest being the brutal murder of Lt. Mr. Ajinbou Ringkangmai at IT Road, Kangpokpi on 10th October, 2026. He was beheaded alive. The mortal remains of the victims still lie in the mortuary, however, no arrest of the main culprits has been made till date in spite of the open admission made by the Chairman of Kuki-Zo Council (KZC) himself in a press conference on 25th June, 2026.

“Conflict is not new to Manipur due to historical demographic distortions caused by skewed Kuki refugee/immigration policy and the influx of illegal Kuki immigrants from the neighboring Burma. Shockingly, in pursuit of its own dehumanizing version of “demographic engineering” aimed at destroying the identity and culture of the indigenous inhabitants, the Government of India has left the influx of illegal Kuki immigrants unchecked. From barely 73 villages as per the 1881 census, the number of Kuki villages within the State of Manipur presently has been mushroomed into as many as 1878. Swathes of tribal lands and tracts of village hills and mountains are being encroached upon by the Kuki militants for running their poppy plantation cartels. The situation being further dangerously incensed by the fact that the Kuki refugees/immigrants have been setting up false historical narratives to assert their “separate homeland/administration” agenda at the cost of the indigenous Nagas.

“However, instead of addressing the Manipur problem as a historical problem of illegal Kuki immigration and hill-valley disparity, the Government of India has been resorting to unprecedented militarization of the Naga inhabited areas.

“Whereas widespread public perception of the unholy nexus between the Assam Rifles and the Kuki militants is no longer a secret. Enough evidence has been collected to prove that the Assam Rifles have been openly supporting and arming the Kuki militants. Kuki militants are seen wearing Indian Army uniforms. The Central Security Forces are seen openly mingling around with the armed Kuki militants. Thus, the Central Security Forces instead of protecting their own citizens are openly siding with the Kuki militants. On countless occasions, villagers have come across Assam Rifles supplying and transporting logistics and other suspicious war materials in support of the Kuki militants. Consequently, Naga women are forced to observe dharna at every sensitive village location in protest against the suspicious movements of the Assam Rifles.

“Even on 17th October, 2026, Indian-made ammunitions and armed accessories were found in the possession of the Kuki militants in the precincts of Chassad Kuki Village. Shockingly, instead of protecting its own citizens and neutralizing the Kuki militants, the 11 Assam Rifles under the command of Col. Vivek Tripathi resorted to indiscriminate bombings, shelling and firings targeting innocent citizens and residential areas of Kamjong District Headquarters, Kamjong, Manipur, India, from 9.00-9.30 P.M.

“From the policy point of view of India’s counter insurgency, every Naga is viewed as a potential enemy militant and not as citizens worthy of state protection. An extraordinary situation is already unfolding due to failure of the state machineries to protect its own citizens, thereby forcing the innocent villagers to take up arms to protect themselves in self-defense. In spite of all the tall claims, Manipur has become a failed state where rule of law recedes to give way to lawless gun violence. While Kuki militants are on the killing spree roaming around freely wielding dangerous weapons, citizens are left to themselves to defend and the youths are being rapidly radicalized.”

In the interest of restoring lasting peace and normalcy within the State of Manipur, the Tangkhul Frontal Organisations have placed the following charter of demands as hereunder:

1. Without a doubt, the sole root cause for Manipur remaining in perpetual turmoil and communal conflict is the highly skewed structure of political power sharing in absolute favour of the valley. In terms of topographic and demographic structures, valley commands 10% and 53% respectively as against the hills (tribals) who command 90% and 47% respectively. However, so thoroughly insane is the award of 40 ACs to the valley @ 50 sq km physical size and 43000 population on average vis-a-vis 19 ACs to the tribals @ 1150 sq km physical size and 68000 population on average. Such highly unconstitutional and undemocratic arrangement of people’s representation in the Legislature for the last 54 years have resulted in complete marginalization and deprivations of the tribals, Nagas in particular. Nothing short of total restructure of people’s representations in line with the constitutional mandate would be acceptable to us, the Nagas

2. To recognize Manipur problem as historical problem of illegal Kuki immigration and hill-valley disparity and seek permanent political solution accordingly by directly addressing the existing structural imbalances; 3. To stop militarization of Naga areas and withdraw the Assam Rifles from all the Naga areas;

4. To stop waging of proxy warfare using Kuki militants against the people of Manipur in general and the Nagas in particular,

5. To identify all the Kuki refugees and illegal Kuki immigrants and repatriate and deport them to the countries of their origin in time bound manner;

6. To ensure that no “separate homeland/administrative arrangement/territorial council” is granted in favour of the Kukis affecting the integrity of the Naga ancestral territories.

7. To declare KNF(P) and KNA/KNO and their affiliated SoO groups, namely HNA, ZDV, UKRA, USRA, KNF(Z), UTLA, KNF(MC), ZRF, KLA(KNO), KNA(KLO), KRA, KRA(U), UMLA, PRA, KNLF, UKLF and HPC(D)as terrorist organizations;

8. To revoke the Suspension of Operations (SoO) Agreements and disarm and arrest all the SoO cadres;

9. To relocate all the Internally Displaced Persons (IDPs) away from the Naga inhabited areas;

10. To remove Smt. Nemcha Kipgen from the post of Deputy Chief Minister, and

11. To ensure that the Government of Manipur immediately cancels all the illegal chieftainship Touzis and village/settlement Pattas/permits issued in favour of the Kuki immigrants and that all such unauthorized and illegal Kuki settlements/villages/machets/hamlets are evicted in accordance with law and that no fresh/separate chieftainship Touzis or village/settlement Pattas/permits shall henceforth be issued in favour of the Kuki immigrants.

The memorandum was jointly signed by Sword Vashum President of Tangkhul Naga Long, Kashung Tennyson, President of Tangkhul Naga Awunga Long, Thingreiphi Lungharwoshi, President of Tangkhul Shanao Long, Ramreichan Keishing, President of Tangkhul Katamnao Saklong and Ringphapam Kasar, President of Tangkhul Mayar Ngala Long.

Thousands of people from different walks of life, old and young participated in the rally at Ukhrul Headquarters and Kamjong Headquarters.
