The “Tripartite Talk” between the Government of India, Government of Manipur and United Naga Council was held on 26 September 2026 at 11:00AM at BSF FTR Headquarters, Officer Mess, Garbhanga F.V., Assam.
The meeting was attended by representatives of the Government of India, Government of Manipur and the United Naga Council.
The meeting commenced with the welcome remarks of the Advisor (Northeast), Ministry of Home Affairs, Government of India, who welcomed all the participants and emphasized the importance of continued dialogue and cooperation among all stakeholders for restoration of peace, normalcy and harmonious coexistence in Manipur.
Thereafter, representatives of the United Naga Council presented their concerns and demands relating to the prevailing law and order situation in the State.
The issues raised by the UNC broadly included:
i. Abrogation of the Suspension of Operations (SoO) Agreement with all Kuki militants.
ii. Immediate arrest and prosecution of all Kuki National Front – President group (KNF-P) personnel involved in the abduction of 18 Naga civilians including two pastors on May 13, 2026 at Leilon Vaiphei Village and the subsequent cold-blooded murder of 6 of them.
iii. Immediate arrest and prosecution of KNF-P personnel involved in the murder of Mr. Wilson Thanga Chiru at Joujangtek on the same day.
iv. Immediate arrest and prosecution of Mr. Lalboi Vaiphei, Chief of Leilon Vaiphei Village, along with other Leilon Vaiphei villagers including women members who were involved in the abduction and murder of the above 18 Naga civilians.
v. The immediate arrest and prosecution of Mr. Thanggilian Vaiphel S/o of Lalneihau Vaiphei, a serving Manipur Police personnel, for his personal involvement in the abduction and murder of Naga civilians.
vi. Declaration of Kuki National Front-President Group (KNF-P) as a terrorist organization.
vii. Immediate removal of Mrs. Nemcha Kipgen from the position of Dy. Chief Minister, Manipur, the wife of Mr. Semtinthang @ Thangboi Kipgen, President KNF-P, a Kuki Militant group who is complicit in the murder of the Naga civilians mentioned above. Her continuation in office will amount to wilful compromise of the integrity of internal security concerns of both the State and the Nation at large.
viii. Other matters concerning peace, security, justice and restoration of normalcy In the State.
The representatives of the Government of India and the Government of Manipur responded in detail to the issues raised by the UNC and apprised the meeting of the steps already initiated by the Central and State Governments, including the following:
i. The Government has decided to rationalize the designated SoO camps and has proposed closure of two existing camps through merger.
ii. Five designated Soo camps are being relocated in consultation with the concerned stakeholders.
iii. Concerns regarding alleged unauthorized camps have been taken note of and it has been reiterated that all SoO cadres are required to remain only in approved designated camps and that no unauthorized camp shall be permitted.
iv. Security agencies have been directed to strictly enforce the SoO Ground Rules and strengthen monitoring and verification mechanisms.
v. The incident regarding the six Naga civilians is presently under investigation by the National Investigation Agency (NIA). The State Government is extending full cooperation to the NIA and all persons found responsible shall be proceeded against strictly in accordance with law irrespective of affiliation or status.
vi. Ex-gratia assistance of ₹10 lakh each has been approved for the next of kin of the deceased. The Government has assured compassionate appointment to eligible next of kin subject to applicable rules and procedures. Assistance for burial and customary rites is being provided and educational support for eligible children shall be facilitated through Mission Vatsalya and other applicable welfare schemes.
The representatives of the Government of India and the Government of Manipur reiterated their commitment to strict enforcement of law, bringing all perpetrators to justice, extending necessary support to affected families and continuing constructive engagement with all stakeholders for lasting peace, harmony and stability in the State.
Demands of the United Naga Council in Para No. 3(vi) & 3(vii) were not discussed for being political in nature.
Para No. 3 (vi) –Declaration of Kuki National Front-President Group (KNF-P) as a terrorist organization.
Para No. 3 (vii) – Immediate removal of Mrs. Nemcha Kipgen from the position of Dy. Chief Minister, Manipur.
The participants acknowledged the inconvenience and hardship caused to the general public due to prolonged disruptions and recognized the importance of the concerns raised by the United Naga Council. It was mutually understood that the above understanding has been arrived towards creating a peaceful environment in the State, fostering conditions conducive to peaceful coexistence among all communities and facilitating restoration of normalcy, peace and development in Manipur.
After detailed deliberations and exchange of views, it was agreed upon that, with the understanding that both the Government of India and the Government of Manipur have taken note of the issues raised by the United Naga Council and have already initiated and shall continue to pursue appropriate measures on the matters discussed, the Bandhs and Blockades along National Highways and other places shall be suspended.
The representatives of all three parties further agreed to maintain regular dialogue and engagement on matters affecting peace, security and public welfare and to work together towards an amicable resolution of issues through peaceful and democratic means.
