The Poumai Naga Tsiidoumai Me Chilivai (PNTMC) led by its President, Mashungam Raponga on Wednesday inspected the ongoing construction of National Highway 102A connecting Senapati District and Ukhrul District, a distance of approximately 114 km. The highway project is being executed by the National Highways and Infrastructure Development Corporation Limited (NHIDCL).
“During the inspection, serious deficiencies were observed in the quality and execution of the work, including road cutting, blacktopping, culvert construction, and benching. Large stretches of the highway are reportedly in a pathetic condition, with blacktopping peeling off within days of completion, indicating substandard workmanship and materials” stated Mashungam Rapongna, The President of the Poumai Naga Tsiidoumai Me, Chilivai (PNTMC).
“Grievances and concerns regarding the poor quality of construction were earlier raised to the General Manager (GM) Senapati, and the Executive Director (ED) Imphal NHIDCL. However, despite repeated representations, no response or corrective measures have been initiated by NHIDCL, and the substandard construction reportedly continues unabated” added President of PNTMC.
The inspection further revealed the absence of proper benching in several sections, resulting in landslides that have already damaged parts of the structure. Alarmingly, cracks have appeared in culverts even before the highway has become fully operational. Road cutting and benching were found to be not in accordance with prescribed standards and official requirements.
Observers have warned that such substandard construction poses a serious threat to public safety. If left unaddressed, it could lead to loss of life, endanger commuters, and render the highway unserviceable within a few years.
In view of the gravity of the situation, NHIDCL has been urged to immediately address the issues and take corrective action without further delay. Questions have also been raised regarding accountability, with concerns over who will be held responsible should any untoward incident occur.
PNTMC has appealed the District Commissioners of Senapati and Ukhrul have been strongly appealed to intervene at the earliest, conduct a thorough inquiry, and ensure that construction standards are strictly enforced in the interest of public safety and long-term infrastructure sustainability.
