The Community Facilitators (CFs) of Haochong, Nungba, Khoupum and Noney Block, Noney District, Manipur working under Manipur State Rural Livelihood Mission (MSRLM), Department of Rural Development and panchayati Raj, Government of Manipur express serious concerned over the prolonged non-payment of Honorarium for more one and half year.

The CFs have been working sincerely to uplift the rural poor women in our rural communities despite financial hardship for more than a year long. The prolonged delay has caused considerable hardship to the affected CFs to continue services that bears travelling expenses in monitoring SHGs and it is also the source of income for the family.

A joint letter of CFs Haochong, Nungba, Noney and Khoupum block addressed to the State Mission Director was submitted on dated 21/5/2026 requesting for early disbursement of CFs honorarium but to no effect till date.

Therefore the affected CFs appeal to the Hon’ble Chief Minister of Manipur, the Minister of the concerned department, the authorities of MSRLM and the elected representatives to urgently intervene and ensure that the pending honorarium is released without any further Delay. And provide proper communication from concerned authorities regarding the status of the pending payment and clear and transparent timeline for payment.

Otherwise the affected CFs are ready to take up any form of legitimate agitation if concerned authorities fail to do the needful within 3 days from the day of the issued press statement. We have taken strong decision to demotivate/defunct all SHGs and VLFs and shall carry out mass resignation if our demand is not met in the set time bound.

Issued by:

Community Facilitators,

Noney Haochong, Nungba and Khoupum Blocks. Manipur State Rural Livelihood Mission.
