Naga Hoho has strongly condemned the infamous Leilon Vaiphei Village massacre and the brutality of the Indian armed forces and its nexus with the Kukis elements engaged in a proxy war against the Nagas.
The statement issued by Speaker of Naga Hoho stated that “in no uncertain terms the Naga Hoho condemns the infamous Leilon Vaiphei village Massacre where six Naga men including two pastors were satanically mutilated and dismembered and the brutality of the Indian armed forces and its unholy nexus with the kukis elements waging proxy war against the Nagas. The 3rd Federal Assembly of the Naga Hoho held on July 31, 2026 at Senapati District Headquarters, Manipur, has taken strong exception over the deteriorating security and political situation in Naga areas, especially Manipur sector, therefore, the house raises a grave concerns categorically over the following repressive policies and actions raining upon the Naga people.”
1. Planned Security Operations in Naga Areas
The Assembly expresses serious concern over reports and indications of planned Cordon and Search Operations (CASO) in Naga villages. While CASO is yet to be operationalized, the Assembly cautions that any such indiscriminate operations will engender an atmosphere of fear and intimidation. The practice of warrantless house-to-house searches, interrogation of civilians, and harassment of women, children and the elderly constitutes collective punishment of innocent Naga citizens in their own homeland and must not be resorted to.
2. Militarization and the Transformation of Naga Areas into a Conflict Zone
The Assembly reiterates that Naga areas must not be converted into a theatre of conflict. The continued militarization, the utilization of Naga villages as operational corridors, and the targeting of civilians constitute grave violations of fundamental human rights and pose a direct threat to peaceful coexistence.
3. The Nexus between the Government of India and Kuki Militant Elements Accountability and Action
The Assembly expresses grave concern over the evident collusion between the Government of India and Kuki militant elements. This nexus is being instrumentalized to prosecute a proxy war against the Nagas in our ancestral territory, with the objective of destabilizing Naga villages, eroding Naga territorial integrity, and undermining the historical and political rights of the Naga people. A clinical designed to sabotage the Indo-Naga peace talks.
4. Denial of justice: Failure to Fulfill the Charter of Demands
The Assembly takes serious cognizance of the inaction and complicity of both the State and Central Governments in addressing the charter of demands pertaining to the brutal killing of six Naga men. In view of this deliberate denial of justice, the Assembly resolves to initiate stringent democratic measures to secure justice for the victims and their families. The prolonged delay is an affront to the dignity of the Naga people and cannot be tolerated.
The Naga Hoho Federal Assembly therefore demands:
1. Immediate cessation of militarization and CASO in Naga areas, and full accountability in regard to the nexus between the Government of India and Kuki militant elements operating against the Nagas.
2. Immediate fulfillment of the charter of demands pertaining to the brutal killing of six Naga men, and intervention by the Government of India to safeguard Naga lives, land, and identity.
3. Guarantee the safety and security of the public along the highways, and the resolution of all grievances through political and democratic processes rather than through militarization and coercion.
