Brainstorming Session On Development Model For Ukhrul

A consultation on the development model for Ukhrul -designing vision plan was held on 20 October 2025 at TTA Smart Hall, Hamleikhong, Hungpung, Ukhrul.

District Administration Ukhrul presented the “Vision Ukhrul” – a unique, holistic development model merging tradition and modernisation. A framework for the development of the district was presented to the community by the Deputy Commissioner of Ukhrul, Asish Das (IAS). Vision Ukhrul is a transformative initiative by the District Administration to foster participative and sustainable development, inviting all stakeholders to join in this journey.

WHY THIS MODEL IS NEEDED?

In Ukhrul, there is limited industrialization and lack of job opportunities, overdependence on agriculture, poor infrastructure, including roads and transportation, lack of access to markets and trade opportunities, insufficient investment in the region, limited access to credit and financial services, low per capita income, limited opportunities for entrepreneurship, limited value addition to local produce, inadequate infrastructure for storage and processing, lack of economic integration with nearby districts, states and countries, dependence on a single crop or industry, limited access to technology and innovation, brain drain due to lack of opportunities, inadequate disaster management and mitigation and so and so forth.

He quoted AZ Phizo, “Nagas will never surrender in the battlefield. But many Nagas will fall when money is shot through the barrel of the gun.”

Since our needs, challenges and potentials are unique, other development models may not be suitable to us. We have to create a unique model of development that is:

-Inclusive and sustainable

-Bottom-up planning

-Open to all

-Long term vision backed by a concrete action plan.

-Special focus on sustenance

PARTICIPATIVE APPROACH

Engage Together To Empower Communities and join hands in nurturing Ukhrul’s sustainable development journey. Support local initiatives for inclusive growth and resilience. Collaborate to unlock Ukhrul’s potential for a brighter future.

“Every good human is a partner” it emphasizes a shared journey to build an Inclusive and sustainable future for Ukhrul, fostering community and collaboration.

WE HAVE TWO OPTIONS

OPTION 1

Let’s continue blaming each other and continue to decay into despair and create a ‘Hell on Earth’

OPTION 2

God provides our needs. But we must act now to save our Ukhrul. Prayer is simply not enough God doesn’t give us the promised land for free. The World Is a battlefield, where you are the soldier and God is your trainer. You have to fight with the evils within you to create heaven for you.

Excuses will always be there, opportunity won’t. So Seize the moment. God is not your sugar daddy. God is not your Genie in the bottle. God is not your Greatest Fan. God is not your Grandparent. God doesn’t turn his eyes from our sins.

CAPACITY BUILDING

-Leadership Development and Training

-Action Led by Tribal Leaders

Implementation, monitoring and evaluation at grassroot level by -Community Leaders empowerment through transparency and accountability

HOW UKHRUL MODEL IS UNIQUE?

Villages will be developed based on their unique potential and Blooks and District will be developed to complement and facilitate the Village models

BASIC CONCEPTS

It is an Optional program, not mandatory to participate. You are responsible for your development, for your decline too. If a village chooses not to participate, We can assume that they are satisfied with the present condition and no more development is required. We will respect their choice and focus on participating villages.

CRITERIA FOR PARTICIPATION

1. There Shouldn’t be poppy plantations in the village,

2. 100% of children must be attending an educational institution.

3. There should not be any unutilized assets in the village

STEP 1

Participating Village Authority has to convene Gram-Sabha/Village Assembly and to nominate 3 Members.

-At least 1 Member has to be a female.

-2 Members should not be part of the Village Authority.

-At least 2 Members should be less than 40

People with Integrity, Vision and Unwavering Spirit for the welfare of Community should be nominated.

STEP 2

-The Members will be trained by TTA on Leadership and Ukhrul Model Development.

-District Project Management Unit will guide them to create a Village Vision Document and a Unique Action Plan.

VILLAGE VISION DOCUMENT

Every Village is blessed with something Unique. It could be a Fruit, a Vegetable, a Craft, a Breed, a Tourist Spot, a Cultural activity, a Sport, a Food or anything the Village is known for and the Villagers are proud of.

The entire village economy has to be developed based on that unique product.

Members have to create a dream for their village, Called Village Vision.

ACTION PLAN

A concrete strategy is to be prepared in order to convert the vision into reality. The plan has to be practical and actionable and the plan should be comprehensive and time bound.

STEP 3

The Plan will be verified and approved by the District Project Monitoring Unit consisting of representatives from District Administration, Civil Society Organizations and Experts.

STEP 4

It will be compiled and published In the District Website. The details of the unique products, what is already done, what more is required and how it will impact.

GOVERNMENT COLLABORATION

Convergence of Any Scheme like PMJVK, PMDAJGUA, Finance Commission Grants, NREGA, State Schemes etc.

Contribution from MPs and MLAs through MLALAD Funds and MPLAD Funds

Special Packages- Once the Model takes off, we can ask for Special Packages as well.

The vision casting programme was attended by leaders from the community, churches, bureaucrats and entrepreneurs. The programme was consultative in nature, where concerned leaders and ignited minds of the community throw ideas and action plans for a futuristic journey. A series of vision casting and strategic exercises will follow suit to make Vision Ukhrul a reality.
