The All Naga Students’ Association, Manipur (ANSAM) vehemently condemns the armed attack on Chawangkining Naga village, IT road by the kuki militants operating under SoO agreement with Government of India from 11:00 PM September 15, 2026 to 4:30 AM September 16, 2026 and the obstruction of security reinforcement in different locations in IT Road from reaching the besieged village by the kuki community.
ANSAM unequivocally states that civilians must never be made a target. The burning of civilian houses, firing upon villagers and attempts to terrorize the innocents are not acceptable and cannot be justified under any circumstances. The attack on Chawangkining village in the presence of Central Reserve Police Force (CRPF) is a grave reminder to the Government, that Naga villages along the IT Road continue to remain vulnerable despite the presence of security forces in some of the villages.
The Association also express it’s disappointment and concern on dilli-dallying tactics of concerned authorities in deploying the security forces in Thonglang Naga IT road when repeated appeals have been made at the highest level to ensure safety and security of the people.
What is more alarming is that members of the Kuki community obstructed the movement of security reinforcement towards Chawangkining while the village was under attack. It is not merely an obstruction of movement but a serious matter that is directly related to the safety and survival of innocent civilians.
ANSAM puts on record that, Chawangkining village attack was not the only incident the kuki community obstructed the movement of security personnel by blocking the road, it also happened on 27 August 2026 when 4 Naga civilians were ambushed and brutally murdered in cold blood at Makui Ashang, IT Road, and on September 1, 2026 when Tapon Naga village was attacked from 4:00 AM to 12:45 PM. The Association makes it unequivocally clear that no community, armed group, civil organisation or individual has the right to obstruct security forces from reaching civilians facing an armed threat or attacks. The responsibility of protecting civilians rests with the State, and that responsibility must not be compromised by pressure, obstruction or interference from any communities.
We therefore demand that the Government of India and the Government of Manipur:
i. Immediately reinforce security deployment at the vulnerable Naga villages along the IT Road to provide adequate and permanent security arrangements like it was done for the other communities than responding to the situations only after an attack had taken place.
ii. Ensure that no armed groups under SoO are permitted to operate with impunity.
iii. Take immediate and decisive legal action against the perpetrators, not assurances after another tragedy.
ANSAM appeals to the Naga populace to remain vigilant, united and disciplined at this defining moment.
