UNC Stands Firm On Its Charter Of Demands

A high level state delegation led by Deputy Chief Minister Losii Dikho and Home Minister Govindas Konthoujam arrived at Senapati on Monday for talks with the United Naga Council (UNC).

The talk began at 11:30AM and wound up at 02:00PM. Sources informed that UNC will continue with the ongoing Inter-District Economic Blockade along the National Highways in the Naga areas in Manipur which has been enforced since 17 May 2026, until their charter of demands are fulfilled.

The UNC CHARTER OF DEMANDS:

1. Abrogation of the Suspension of Operations (SoO) Agreement with all Kuki militant groups.

2. Immediate arrest and prosecution of all Kuki National Front – President group (KNF-P) personnel involved in the abduction of 18 Naga civilians including two pastors on May 13, 2026 at Leilon Vaiphei Village and the subsequent cold blooded murder of 6 of them, and also for the murder of Mr. Wilson Thanga Chiru at Joujangtek on the same day. Further, we demand the immediate arrest and prosecution of Mr. Lalboi Vaiphei, Chief of Leilon Vaiphei Village, along with all individuals involved in the abduction of the above 18 Naga civilians.

3. Declaration of Kuki National Front-President Group (KNF-P) as a terrorist organization.

4. Immediate removal of Mrs. Nemcha Kipgen from the position of Dy. Chief Minister, Manipur, the wife of Mr. Semtinthang @ Thangboi Kipgen, President KNF-P, a Kuki Militant group who is complicit in the murder of the Naga civilians mentioned above. This will restore the public trust and confidence in the state government. Her continuation in office will amount to willful compromise of the integrity of internal security concerns of both the State and the Nation at large.

UNC also reaffirmed to reciprocate and act accordingly as per the response and seriousness of the Government.

It is worth mentioning that on 28 June 2026, the United Naga Council (UNC), the apex body of the 21 Naga tribes of Manipur, addressed the national media at the Press Club of India, New Delhi and has demanded the immediate intervention of Prime Minister Shri Narendra Modi and the Union Government on the rapidly deteriorating situation in Manipur especially in the Naga areas.

And on 21 July 2026, the United Naga Council (UNC) has also submitted a petition to the Governor of Manipur, Ajay Kumar Bhalla, a Constitutional Petition invoking the Doctrine of Constitutional Morality for the Immediate Dismissal of Nemcha Kipgen, Hon’ble Deputy Minister of Manipur from the Council of Ministers due to an irreconcilable structural conflict of interest.

Due to the ongoing rising conflicts in Manipur, Naga MLAs have also reached out to the United Naga Council (UNC) on 15 June 2026, to diffuse the situation and for early return of normalcy in Manipur.
