The “Mass Casual Leave” called by Manipur Government Services Federation (MGSF) on 22 and 23 June 2026 has paralysed the daily functioning of the government offices in Ukhrul District.
The major demands of the Federation are:
1. Enhancement of retirement from existing 60 years to 62 years.
2. Enhancement of DA/DR at par with Central Government employees.
3. Revoke order for cancellation of holidays on Saturdays.
4. Constitution of State Pay Commission for implementation of 8th Central Pay Commission.
5. Scraping of NPS/UPS and restoration of Old Pension System to State Government employees.
6. Stop partisan & favourited re-engagement of employees after retirement.
7. Stop contractual appointment against vacant sanctioned posts and regularise all existing contractual/Casual Master Roll/Daily Wages Employees.
The demands have been placed before the concerned authorities several times but no concrete action has been taken up.
The ultimatum issued to CM of Manipur by S. Probinkumar Meitei, General Secretary, MGSF on 8 June 2026 stated that “we hereby serve this notice that if concrete and satisfactory action is not initiated on or before 21st June, 2026, Government employees shall be compelled to launch the following democratic agitation programmes:
-Mass casual leave on 22nd and 23rd June, 2026
-Indefinite Cease Work Strike from 1st July, 2026 onwards.
Having failed to address the major demands, the government employees have resorted to strike in the form of mass casual leave on 22 & 23 June 2026.
