Kuki CSO Working Committee Ukhrul Submits Memorandum To PM Modi

The Kuki CSO Working Committee Ukhrul on Tuesday submitted a memorandum addressed to Hon’ble Prime Minister of India, Narendra Modi. The same memorandum was also submitted to Amit Shah, Hon’ble Union Home Minister, Ajit Lal, Northeast Adviser to the Ministry of Home Affairs, Interlocutor for Political Dialogue with Kuki Political Groups, Government of India and Justice V. Ramasubramanian, Chairperson, National Human Rights Commission.

The 10 points demands of the memorandum are:

1. Immediately deploy sufficient Central Forces (ASSAM RIFLES/CRPF/BSF/ITBP) with full operational mandate and clear rules of engagement to protect all Kuki villages in Ukhrul and Kamjong districts on a permanent and continuous basis not merely reactively when trouble erupts.

2. Issue clear and explicit instructions to the Indian Army to discharge its duties effectively and without hindrance in the affected areas.

3. Launch an immediate crackdown on Tangkhul NSCN militants currently camping in Kamjong in collusion with Meitei VBIG and Arambai Tenggol elements.

4. Direct the complete dismantling of all illegal, non-sanctioned, unauthorised Tangkhul militant camps operating in Sirarakhong, Sikibung and other locations in Ukhrul district.

5. Immediate intervention and instructions to the State Government to fully implement the MoU signed with the state government, represented by Shri Ashok Kumar, Secretary Home, Manipur and the committee on 19/03/26.

6. Order an immediate high-level central inquiry (NIA) into the 24-25 April 2026 attacks on Mulam, Songphel, Zalenbung and Mongkot Chepu, the murders of the two Kuki volunteers and two labourers, the alleged intelligence leaks by senior Manipur police officers, and the partisan conduct of the state government.

7. Direct the immediate arrest and prosecution of the two injured Tangkhul militants currently receiving free treatment at RIMS Imphal.

8. Investigate and fix accountability for the Manipur Government’s decision to provide state helicopter evacuation exclusively to militants injured while attacking Kuki villages.

9. Expedite the political talks with Kuki SoO groups on an urgent basis so that a just and honourable political solution can be reached before further loss of lives and demographic alteration occurs on the ground.

10. Take all necessary measures under the Constitution to restore the rule of law in Ukhrul, including holding the Government of Manipur accountable for its failure and partisan conduct.

The memorandum jointly signed by Alund Khongsai, Convenor Kuki CSO Working Committee, Ukhrul and Jangkhohao Khongsai Secretary, Kuki CSO Working Committee, Ukhrul stated that “the Kuki CSO Working Committee, Ukhrul, places before you this urgent memorandum on the rapidly deteriorating security situation in Ukhrul District, Manipur. Tangkhul NSCN militants, operating in direct coordination with Meitei secessionist VBIGs and Arambai Tenggol cadres -and to an extent possibly funded or facilitated by the deposed former Chief Minister Shri N. Biren Singh – are carrying out sustained, pre-meditated attacks on innocent Kuki villages. These actions represent a calculated attempt to expand Tangkhul demographic control by targeting small, scattered Kuki settlements. This is no longer a local law-and-order issue; it is a serious internal security threat involving cross-community militant collusion, intelligence. leaks from state agencies, and partisan conduct by the Manipur Government.

“What began as a minor drunken brawl in Litan between one Kuki and one Tangkhul youth was deliberately escalated into full-scale communal violence by fringe Tangkhul elements. Systematic burning of Kuki houses in Litan commenced immediately after Shri Yumnam Khemchand Singh assumed office as Chief Minister. The state administration has failed. completely to contain the violence.

“The situation escalated with the unprovoked murder of two innocent Kuki labourers Thenkhogin Baite and Thangboimang Lunkim who were peacefully repairing the village water supply line. They were killed in cold blood by Tangkhul NSCN cadres. Since then, intermittent firing and targeted assaults on Kuki villages have continued for over a month despite the presence of security forces.

“On 24 April 2026, nearly 100 well-armed Tangkhul militants launched a pre-dawn, full-scale assault on the peaceful Kuki villages of Mulam and Songphel. In Mulam alone, 16 houses were damaged or set ablaze, nine civilians including women and children were injured, and two Kuki village volunteers Tahchapa Letlal Sitlhou @ James Kuki (s/o Thangsei Sitlhou of K. Khonom Village) and Tahchapa Paominlun Haolai @Hitlal Kuki (s/o Paomang Haolai of Haijang Village) were brutally killed while defending their community. The attackers themselves sustained several casualties, including the loss of one militant.

“On 25 April 2026, sustained attacks were renewed on Zalenbung (from 5:45 PM on 24 April till 7:00 AM on 25 April) and Mongkot Chepu by the same Tangkhul NSCN outfit operating from Thawai. Both assaults were repelled by Kuki village volunteers, with timely reinforcement from central forces.

“These attacks on small, scattered Kuki villages are not random. They constitute a deliberate strategy of ethnic cleansing and demographic re-engineering designed to alter ground realities before any political settlement. Illegal, non-sanctioned, unauthorised Tangkhul militant camps are functioning openly in Sirarikhong and other locations. NSCN cadres are currently camping in Kamjong in active coordination with Meitei VBIG elements. Credible intelligence confirms the presence of over 50 Meitei Arambai Tenggol militants stationed at Sikibung, operating jointly with Tangkhul militants. Multiple villages Sirarikhong, T.M. Kasom, Leingangching, Sikibung, Thawai Tangkhul, Thoyee, Sinakeithel and other adjoining Tangkhul villages are being used as launch pads for these militant operations.

“The Tangkhul Naga Long’s false claim of an “ambush during routine patrolling stands demolished by irrefutable evidence: ammunition stolen from police armouries by Meitei militias in 2023 being used by the attackers (recovered by security forces present at the site, with photographic evidence of the recovered ammunition packets), a human tooth belonging to one critically injured Tangkhul militant recovered inside Mulam village territory (attested by security forces present at the site), and the deceased militant Horshokmi from Chatric village, Kamjong, who travelled more than six hours to join the attacking force.

“The partisan bias of the Manipur State Government is unmistakable. Two injured Tangkhul militants involved in the Mulam attack were provided a state helicopter by the Manipur Transport Department, airlifted to RIMS Imphal, and given priority treatment, while injured Kuki civilians received no assistance. Serious allegations persist that senior Manipur police officers. are leaking sensitive intelligence on vulnerable Kuki villages to Tangkhul militants to facilitate these attacks.

“Central security forces are present but appear to lack the operational mandate and political backing to act decisively. The Kuki community is being subjected to a calculated ethnic cleansing campaign while the state government either remains a mute spectator or actively aids the aggressors.

“In light of the above, we most urgently request that the Prime Minister’s Office:

1. Immediately deploy sufficient Central Forces (ASSAM RIFLES/CRPF/BSF/ITBP) with full operational mandate and clear rules of engagement to protect all Kuki villages in Ukhrul and Kamjong districts on a permanent and continuous basis not merely reactively when trouble erupts.

“The Kuki community stands ready to assist the Government of India in every possible manner in the pursuit of lasting peace and the restoration of normalcy.

“The lives of thousands of Kuki civilians are under direct and immediate threat. The continued inaction or selective action by the state machinery is emboldening the attackers. Only firm. and immediate intervention by the Ministry of Home Affairs can prevent further loss of innocent lives and halt the slide towards a larger internal security crisis.

“We are prepared to furnish all supporting evidence, including official press releases from Kuki CSO Working Committee, Kuki Inpi Manipur, KWOHR, KOHUR, Zalenbung Village Authority, Mongkot Chepu Village Authority, and ground documentation (including photographs of recovered ammunition packets and the tooth from Mulam village). We request your personal and immediate intervention” added the memorandum submitted by Kuki CSO Working Committee, Ukhrul.

The Kuki CSO Working Committee in their memorandum has requested the National Human Rights Commission to:

1. Take immediate suo moto cognizance of the grave human rights violations and constitute a high-powered independent inquiry into the 24-25 April 2026 attacks on Mulam, Songphel, Zalenbung and Mongkot Chepu, the murders of the two Kuki volunteers and two labourers, the alleged intelligence leaks by senior Manipur police officers, and the partisan conduct of the state government.

2. Direct the immediate and continuous deployment of adequate Central Armed Police Forces with full operational mandate to protect all Kuki villages in Ukhrul and Kamjong districts on a permanent basis.

3. Recommend to the Ministry of Home Affairs clear and explicit instructions to the Indian Army to discharge its duties effectively and without hindrance in the affected areas.

4. Direct the complete dismantling of all illegal, non-sanctioned, unauthorised Tangkhul militant camps operating in Sirarakhong, Sikibung and other locations in Ukhrul district.

5. Immediate intervention and instructions to the State Government to fully implement the MoU signed with the state government, represented by Shri Ashok Kumar, Secretary Home, Manipur and the committee on 19/03/26.

6. Direct the immediate arrest and prosecution of the two injured Tangkhul militants currently receiving free treatment at RIMS Imphal.

7. Recommend immediate registration of FIRs, swift arrests of all perpetrators, payment of adequate ex-gratia compensation, and full rehabilitation to the families of the slain volunteers and all affected civilians.

8. Expedite recommendations for urgent political talks with Kuki SoO groups so that a just and honourable political solution can be reached before further loss of innocent lives and demographic alteration occurs on the ground.

The Kuki CSO Working Committee has urgently requested the Northeast Adviser to the Ministry of Home Affairs, Interlocutor for Political Dialogue with Kuki Political Groups to:

1. Strongly recommend to the Ministry of Home Affairs the immediate and continuous deployment of adequate Central Armed Police Forces with full operational mandate to protect all Kuki villages in Ukhrul and Kamjong districts on a permanent basis -not merely reactively when trouble erupts.

2. Issue clear and explicit instructions to the Indian Army to discharge its duties effectively and without hindrance in the affected areas.

3. Launch an immediate crackdown on Tangkhul NSCN militants currently camping in Kamjong in collusion with Meitei VBIG and Arambai Tenggol elements.

4. Direct the complete dismantling of all illegal, non-sanctioned, unauthorised Tangkhul militant camps operating in Sirarikhong, Sikibung and other locations in Ukhrul district.

5. Immediate intervention and instructions to the State Government to fully implement the MoU signed with the state government, represented by Shri Ashok Kumar, Secretary Home, Manipur and the committee on 19/03/26.

6.
