FNCC & JTC Agree To Suspend Road Blockade Temporarily

A Memorandum of Agreement between the Joint Tribe Council (JTC), the Foothills Naga Co-ordination Committee (FNCC) and the Government of Manipur at Imphal was signed on 20th February 2026 ending the almost two month road blockade between Kangpokpi to Churachandpur Road.

The Memorandum of Agreement reads, “with reference to the issues raised by the Foothills Naga Co-ordination Committee (FNCC) and the Joint Tribe Council (JTC), a detailed discussion was held between the representatives of the Government of Manipur and the representatives of the Foothills Naga Coordination Committee (FNCC) and the Joint Tribe Council (JTC) at Imphal on 20th February 2026.”

Parties mutually agreed to the following:

1. No construction of unauthorized roads shall be permitted in Naga-inhabited areas. Necessary legal action shall be initiated after due verification of the status of any such illegal construction or unauthorized naming of roads on the ground.

ii. Designated camps of Suspension of Operations (SoO) Groups shall not be allowed to be established, relocated, or to function within or in close proximity to Naga-inhabited areas.

iii. No militant groups, whether under SoO or not, shall be permitted to roam or operate in Naga-inhabited areas.

iv. The roads from Konsakhul to Koutruk, Waphong to Kangchup, and all IVR roads in the Foothills area shall be reopened immediately to ensure free, safe, and unhindered passage for all residents.

v. Poppy cultivation shall not be permitted in Naga-inhabited areas, and the Destruction will start with immediate effect.

Based on the above understanding, the FNCC and JTC agreed to suspend the blockade/agitation temporarily. The agreement was jointly signed by NG. Akhui, Convenor FNCC, Merachao Inka, Convenor JTC and Dr. Mayengbam Veto Singh, Joint Secretary (Home), Government of Manipur.
