The Chief Secretary of Manipur on 10 September, 2025 has written a letter to the President of the United Naga Council for holding dialogue on a border fencing issue and also appealed for any form of agitation in this regard may be withdrawn in the larger public interest.
The letter stated, “as you are aware, the Ministry of Home Affairs has been engaging with the UNC on the issue of fencing of the international border between India and Myanmar in Naga inhabited areas. The State Government has also received your memoranda and representations on the subject matter.
“In this connection, it is to inform that the Central Government noted the concerns raised by UNC and other stakeholders. Accordingly, the Central Government has been holding and will continue to hold dialogue with the UNC and other stakeholders for prior consultation before fencing works are taken up. The next tripartite meeting with UNC will be held on a mutually convenient date and venue.
“In view of the above, it is requested that any form of agitation in this regard may be withdrawn in the larger public interest” added the letter signed by Dr. Puneet Kumar Goel, Chief Secretary, Government of Manipur.
In this regard, the United Naga Council has called for an Emergency Presidential Council Meeting on 11 September 2025 at Tahamzam.
Vareiyo Shatsang, General Secretary, UNC had issued a meeting notice, “An emergency Presidential Council Meeting of the United Naga Council is being convened at the Council’s Office, Tahamzam at 12.30 pm tomorrow, the 11th September, 2025 to discuss urgent matters relating to the ongoing trade embargo. Esteemed Tribe Presidents are requested to positively attend the same.”
The United Naga Council has called for “Trade Embargo” in Nagas Areas with effective from 8 September 2025 demanding:
1. Free, Prior and Informed consent of the Naga people must be obtained for any project affecting the Nagas and their land.
2. No imposition of movement restrictions along the so called international Indo-Myanmar border.
3. Stop detention, harassment and surveillance activities along the imaginary border areas within the Naga homeland.
4. Abrogate the Border fencing project across the Naga homeland.
5. Earnestly pursue the INDO- NAGA peace process and focus on early settlement.
The Presidential Council Meeting will decide the fade of the appeal made by the Government of Manipur.
