UNC To Escalate Movement On FMR & Border Fencing

The United Naga Council – the apex civil organisation of Nagas in Manipur has issued a “Public Statement” on August 11, 2025, stating that the movement against the Government’s stance to implement border fencing and scrapping of the Free Movement Regime (FMR) will escalate.

The decision was taken at the โ€œPresidential Council Meetingโ€ of the United Naga Council (UNC) held on Monday at Tahamzan and was attended by the presidents of the Naga tribe hohos under the UNC. The Council will announce the mode of agitation and modus operandi within the 15 days time.

The UNC statement reads, “upon expiry of the 20 days ultimatum served to the Government of Manipur and Government of India in regard to the issue of unilateral abrogation of Free Movement Regime (FMR) and construction of Border Fencing in Naga homeland, we hereby issue a call to action of all Naga peoples. As discussed and resolved in todayโ€™s Presidential Council Meeting, we are left with no choice but to escalate our movement against the Government’s stance to implement border fencing and scrapping of the Free Movement Regime (FMR).”

“On the aforementioned issue, it has been placed on record that series of agitations, demonstrations, public rallies and number of memoranda and press statements have been registered by the Naga peoples to all the authorities of the Government in democratic approach with all civility. Yet, the indifference attitude of the Government demands a stringent action to address and redress our grievances. For which, the council will announce the mode of agitation and modus operandi within the 15 days time.

“Therefore, we urge all Constituent Units, Subordinate Units and Associate Units of the United Naga Council (UNC), All Naga Studentsโ€™ Association, Manipur (ANSAM), Naga Womenโ€™s Union (NWU), and the Naga community at large to mobilize their resources, rally the community, and gear up for the challenges ahead.

“We shall remain steadfast and committed to the protection of Naga rights, culture, and traditional ties and stand firm in our demands and fight for the future of our people” stated the statement issued by Information & Publicity Secretary, United Naga Council.
