The Deputy Commissioner of Ukhrul, Asish Das (IAS) on 24 July 2025 has issued an order directing the concerned persons to remove the constructed structures and vacate the premises within 10 (ten) days from the date of issue of this order failing which eviction process will be taken up without further notice.
The order reads “Whereas, enquiry report has been received from the Sub-Divisional Officer, Ukhrul vide letter No. 3/SDO/UKL/Land/2021 dated 16.07.2025 that there is encroachment of District Court Complex(Old SDO Complex), Ukhrul by:
1. Jama Masjid encroaching approximately 17.32 Sq.ft. beyond the allotted 40X32 Sq.ft.
2. By one Shri PN Sorin encroaching approximately 58×35 Sq.ft. on the southern site of the Court Complex
Therefore, I Shri. Asish Das, IAS Deputy Commissioner, Ukhrul under the power conferred upon me u/s 3(1)(i) of the Manipur Public Premises (Eviction of unauthorized occupant) Act, 1978 do hereby direct the concerned entity/person encroaching to remove the constructed structures and vacate the premises within 10 (ten) days from the date of issue of this order failing which eviction process will be taken up without further notice, for which SDO, Ukhrul is detailed for the eviction.”
The Ukhrul District Bar Association has raised questions over the delay in constructing the long overdue Ukhrul District and Session Court Complex at Rayotang, Ukhrul.
President of Ukhrul Bar Association, Advocate Michael Zimik has stated that “there is no reason—legal or logistical—to delay construction any further. Due to the absence of a dedicated court building, we are unable to function professionally and efficiently. This has a direct impact not just on lawyers, but more importantly, on ordinary citizens seeking justice. Ukhrul is one of the oldest districts in Manipur, yet we are being denied the most fundamental pillar of democracy. Ukhrul remains stuck in bureaucratic delay tactics and government indifference.”
The fencing of the court complex boundary began in 2016 and is reportedly 98% complete. However, the actual construction of the court building is yet to commence.
