The United Naga Council (UNC) on 4 April 2026 submitted a memorandum to Narendra Modi, Hon’ble Prime Minister of India demanding urgent attention to infiltration of illegal immigrants in Manipur and other North East states of India.
The memorandum reads “we, the undersigned, bring to your notice a pressing concern regarding the issue of infiltration of illegal immigrants in Manipur and other North East States. While we appreciate your vocal stance on this issue during your visits to Assam, we are concerned about the perceived silence on this matter when you visit other Northeast states, particularly Manipur. A uniform approach is essential to address this issue, which affects the demographic balance and poses a threat to the identity and rights of indigenous communities across the region.
“The influx of illegal immigrants has significant demographic, social, and economic implications for the.people of Manipur and the entire Northeast region, posing challenges during the census and delimitation process, which could alter the representation of indigenous communities in the region. We urge the Central Government to take immediate and effective measures to:
i. Identify and deport illegal immigrants
ii. Provide necessary support and relief to the affected communities
iii. In place viable mechanism to check the influx of illegal immigrants in the state through rule of law, like updation of NRC and constitution of Population commission.
“We believe that a uniform yardstick is necessary to address this issue and salvage the interests of native and indigenous peoples. We request your intervention to ensure that the concerns of the people are addressed and a comprehensive policy is put in place to tackle the problem.
“We would like to bring this issue to your attention during your proposed visit to Assam on April 6, 2026, and seek your assurance for necessary action” stated the memorandum signed by NG. Lorho, President, UNC and Vareiyo Shatsang, General Secretary, UNC.
