UNC, ANSAM & NWU Submits Memorandum To PM Modi

The United Naga Council (UNC), All Naga Students’ Association Manipur (ANSAM) and Naga Women’s Union (NWU) on 9 May 2026 submitted a memorandum to the Hon’ble Prime Minister of India, Narendra Modi demanding immediate intervention on the Proxy War Against Nagas by the SoO (Suspension of Operation) Kuki Militants and KNA(B) (Kuki National Army Burma) and violation of the Framework Agreement of August 3, 2015 between the Government of India and the National socialist Council of Nagalim (NSCN) – Threat to India’s Frontier Security.

The memorandum stated “we, the undersigned civil society organizations representing the collective voice of the Naga people in Manipur, in this grave moment born of blood, fire and betrayal place this memorandum before your good office for your personal and urgent intervention.

The Indo-Naga Framework Agreement signed on August 3, 2015 in your honourable presence was a covenant of hope. It recognized the unique history and position of the Nagas and commitment of the Government of India to an honorable and inclusive settlement based on shared sovereignty. While the ink of peace is drying up, a proxy war is being waged upon the Nagas. Foreign-based militants operating under the cover of Suspension of Operation (SoO) and the Myanmar based Kuki National Army Burma (KNA-B) are executing a campaign of invasion, demographic aggression and ethnic cleansing in Naga ancestral homeland.

The state has not only failed to protect the people but its silence, appeasement, and the partisan conduct of its forces have emboldened the aggressors. When Naga homes are bombed, people kidnapped by foreign terrorists, and National Highways blocked, the national security stands broken and breached.

This memorandum is therefore not a petition for favor. It is a demand for justice, a reminder of constitutional obligation, and an earnest call to honor the Framework Agreement before the frontier is seized by foreign intrusion.

I. GROUNDS FOR INTERVENTION

1. Notoriety and Excesses of SoO Militants and KNA(B)

The Suspension of Operations agreement has become a license for territorial expansion. SoO cadres and KNA(B) militants operate in tandem, engaging in targeted killings of Naga civilians, burning of ancestral villages, highway terrorism and systematic extortion. The SoO agreement ground rules are violated on a daily basis in both letter and spirit.

2. Proxy War in Violation of the Framework Agreement

The Framework Agreement of August 3, 2015 was premised on ending conflict and recognizing Naga rights. The Government of India’s continued appeasement of Kuki armed groups, despite their aggression against Nagas, clearly constitutes a proxy war against the very people with whom it had signed the historic Framework Agreement. This duplicity strikes at the very foundation of the Agreement and the credibility of the Union.

3. Fabricated Claims over Naga Ancestral Territory

Historical records are unambiguous. Kukis entered Manipur only in the 1840s as mercenaries and coolies of the British colonial administration. They are not indigenous to these hills. The current narrative of “Kuki ancestral land” is a post-facto fabrication engineered to legitimize occupation of Naga territory.

4. Aggression as Repayment for Humanitarian Hospitality

After 3rd May, 2023 when the Meitei-Kuki violence broke out, Naga villages sheltered thousands of displaced Kukis and treated them with compassion and genuine hospitality during that harrowing time. Even till recently around 300 Kuki refugees from Myanmar who had fled the violence in Myanmar were living in Naga villages Namlee-Wanglee.

But today, in an unbelievable twist, the children of these refugees have been inducted into People’s Defense force (PDF) /KNA(B) and participated in the arson of Namlee-Wanglee and Z Choro and driving their hosting Naga villagers into the forest. Our hospitality has been repaid with fire and bullets.

5. Cross-Border Invasion and Sustained Aggression in Naga Areas

Kuki armed groups have perpetrated grave excesses in Liangmai and Inpui Naga areas through intimidation, extortion and forcible encroachment of village lands inscribing “Kukiland” to mark their preposterous claim. Sinakeithel Naga village in Ukhrul district remains the main target and has been subjected to bombing and firing every night since 7th March 2026 while Central Security Forces posted there stood as mute spectators. An undeclared war continues against Naga villages of Litan, S. Laho, Sakarphung, Thoyee, Sinakeithei and Ringui which are being held under siege by Kuki militants.

On 7th May 2026, about 100 KNA(B) militants breached the International Indo-Myanmar Border and razed Z Choro, Namlee-Wanglee and Kaka Naga villages to the ground. For decades, the Nagas have stood as the sentinels of the eastern frontier — unarmed villagers guarding an international border. Today, these borders are penetrated by foreign elements. The threat to the Naga villages the sentinels of the frontier is a threat to the security of India too.

6. Partisan Security Architecture and Collapse of Public Trust

That, about hundreds foreign militants could attack Naga villages within 24 hours of a security inspection by Central Security Forces on 6th May 2026 is indefensible. These forces stood by, while Nagas were shot and villages burned. On the other hand these same forces acts with disproportionate force upon Naga villagers. The Naga people have lost all trust in Central Security Forces. The Manipur State Forces must of necessity replace them.

7. Use of Military-Grade Weaponry Proves Cross-Border Invasion, Not ‘Volunteer’ Activity:

The 7th May 2026 attacks on Namlee/Wanglee, Choro, and Kaka were not ethnic clashes but a foreign cross-border military invasion by Myanmar based Kuki militants. This is substantiated by:

i). Deployment of Drone Warfare: Tangkhul Naga Long (TNL, the Apex Civil Organisation of the Tangkhul Naga Tribe) reports that “civilian settlements were also heavily bombed with drones”. Drones are military assets regulated under DGCA and MHA. The use of these drones confirms involvement of an organized armed group with foreign supply chains.

ii). Use of Rocket Launchers and 40 mm Breach-Loading Guns: TNL’s statement records attacks using “rocket launchers, and lathode (breach-loading 40 mm) guns”. These are crew-served, militarygrade weapons. The possession of such weaponry clearly suggests their operation.

iii). Coordinated Assault by around 100 Heavily Armed Cadres: Both Tangkhul Aze Katamnao Long (TAKL) and TNL place the number at “around 100 armed KNA-B militants” who “crossed the Indo-Myanmar border into Kamjong, Ukhrul district” in Manipur, India. The scale, coordination, and crossborder movement meets the legal definition of a foreign armed incursion, that needs urgent attention

iv). Targeting of Civilian Settlements 200 mtrs from Assam Rifles Post: TNL states the attacks occurred “just about 200 metres from the 11 Assam Rifles company stationed between Choro and Aloyo”.Bombardment and commiting arson in close proximity to Indian security forces reflects the lack of preparedness and security of the Assam rifle.

v). Village Volunteer Eastern Zone (VVEZ) Admission of Myanmar-Based Elements: The VVEZ press release admits “Myanmar-based SNA (Shanni Nationalities Army) elements have extended operational assistance”. The SNA is an insurgent group allied with the Myanmar Tatmadaw. Its participation in attacks on Naga villages constitutes direct foreign aggression under international law.

vi). Uniforms and Command Structure: As per COCOMI, a conglomerate organization of Meitei civil Society Organisations and eyewitness reports, attackers wore military camouflage and operated in formations. This confirms that the VVEZ is not a “volunteer” body but the uniformed KNA(B), an unlawful association waging war against the Nagas is also a threat to India.

Conclusion: The use of drones, rocket launchers, 40mm guns, and 100 uniformed cadres crossing an international border to burn villages is an act of invasion. Under Article 355 of the Constitution, the Union is bound to protect every State against external aggression. The Government of India must therefore treat the May 7, 2026 attacks as foreign-backed invasion and not an internal communal violence, and respond with corresponding military, legal, and diplomatic measures.

II. CORE DEMANDS

1.Uphold the Framework Agreement, End Proxy War:

The Government of India must cease all forms of appeasement toward Kuki militant groups and honor the letter and spirit of the Framework Agreement of 3rd August 2015. Peace cannot coexist with proxy aggression.

2. Immediate Military Eviction of Illegal Kuki Militants:

Launch decisive operations to flush out KNA(B), PDF, and all SoO cadres violating ground rules from Liangmai and Inpui Naga areas; Ukhrul, Kamjong and Kangpokpi Districts and all other Naga areas.

3. Absolute Guarantee on Naga Territorial Integrity:

Issue a categorical policy declaration that no form of autonomy, separate administration or territorial council shall touch Naga ancestral lands.

4. Restore Access and Sanitize National Highways:

National Highways are currently disrupted due to explicit terrorist activities carried out by illegal Kuki militants. The NH Ukhrul–Imphal Road remains cut off due to the presence of Kuki terrorists on the mountain ranges along the said route. The Government must sanitize all National Highways, and dismantle illegal armed checkpoints.

5. Fix Accountability Through Judicial Inquiry:

Constitute a time-bound judicial inquiry into the 7th May 2026 cross-border invasion and the sustained attacks on Naga villages since 7th March 2026, to establish culpability for security and intelligence failures.

6. Conclude Inclusive Indo-Naga Settlement:

Expedite a final, honorable and inclusive settlement of the Indo-Naga political negotiations based on Framework Agreement signed between the GOI and NSCN. Only a just peace can secure the eastern frontier and also protect the security and sovereignty of India.

CONCLUSION

Respected Prime Minister, the Naga people have chosen the path of peace. We signed the Framework Agreement in good faith. It is high time to translate the Framework Agreement into a permanent solution and let the Nagas partner in the economy and development of India as a great Nation in South east Asia and beyond.
