The Lunghar Village Authority has appealed and sought the immediate intervention of Hon’ble Chief Minister of Manipur, Y. Khemchand Singh for smooth and timely implementation of the Shirui Heritage Project, a major tourism and infrastructure initiative intended to benefit the people of Ukhrul District.
The prestigious project for the development of infrastructure for Shirui Heritage at Ukhrul District, Manipur under the Scheme for Special Assistance to States for Capital Investment (SASCI), FY 2025-26 was awarded to M/S Bhartia Infra Projects Limited (BIPL) on 3 February 2026. Three bidders participated in the tender process, namely: M/s Nongmaithem Enterprise, M/s Bhartia Infra Projects Limited and M/s Kim & Sons Construction & Equipments.
In spite of the e-tender process successfully conducted by DRDA Ukhrul with the project awarded to Bhartia Infra Projects Limited, there were requests for cancellation of the tender and calling for fresh tender to higher authorities; even to the extent of filing a writ petition at Manipur High Court to quash the tender.
In view of such disturbances, the Lunghar Village Authority has made a representation to the Hon’ble Chief Minister of Manipur for protection and timely implementation of the Shirui Heritage Project.
The representation signed by LW. Mataisang, Headman, Lunghar Village Ukhrul District, Manipur stated that, “the Lunghar Village Authority respectfully draws your attention to the Shirui Heritage Development Project, a major tourism and infrastructure initiative intended to benefit the people of Ukhrul District.
“The project covers developmental works in Shirui Village, Jorcheng (Lunghar Village), and Bakshi Ground (Hungpung Village). Following a competitive e-tender process conducted by DRDA, Ukhrul, the work was awarded to Bhartia Infra Projects Limited.”
“Subsequent, representations, court cases, and RTI applications were filed challenging various aspects of the tender process. Official records indicate that representations were submitted to the Government by Shri Vaorei Awungshi on behalf of M/s Nongmaithem Enterprises and were also forwarded by Hon’ble MLA Shri Ram Muivah seeking review of the tender process. These matters were examined through administrative and judicial channels.
“Court records show that the related writ petitions challenging the tender process were subsequently withdrawn. However, it is noteworthy that, despite the withdrawal of the related writ petitions and subsequent clarifications by the concerned parties, additional RTI applications concerning the Shirui Heritage Development Project continued to be filed. Records indicate that Shri Kaphungshang Vashim of Shangshak Village and Shri Awungshi Philip Soso submitted RTI applications seeking extensive tender and project-related documents from DRDA, Ukhrul.
“While the Village Authority fully supports transparency and accountability in public projects, we are concerned that repeated complaints, proceedings, and information requests on matters already examined by the competent authorities may place significant administrative burdens on executing agencies and contribute to avoidable delays in project implementation.
“The Shirui Heritage Development Project represents a rare opportunity to strengthen tourism infrastructure, generate livelihood opportunities, preserve cultural heritage, and promote the socio-economic development of the region.”
The Lunghar Village Authority has appealed to the Government of Manipur and all concerned authorities to:
1. We urge the Government to take appropriate measures to prevent repeated and unmeritorious attempts to obstruct or delay developmental projects in Ukhrul District through successive complaints, litigation, and RTI proceedings after the relevant issues. have already been examined by the competent authorities and the courts.
2. To examine whether repeated and overlapping RTI applications, complaints, and legal proceedings concerning the project from the individuals with vested interest are serving the larger public interest or are contributing to avoidable delays in implementation. Continuous proceedings place significant administrative burdens on executing agencies, engineering departments, and contractors, diverting valuable time and resources away from project execution and creating uncertainty that affects progress on the ground.
3. We further urge all stakeholders, including the media, public representatives to prioritize the welfare and development of the people of Ukhrul District by supporting transparency, quality monitoring, and accountability through constructive engagement rather than actions that may unnecessarily delay public infrastructure projects.
4. Protect public development initiatives from unnecessary delays.
“We remain committed to supporting lawful oversight, transparency, and public accountability while safeguarding development initiatives that serve the larger interests of the people.
“We trust that the Government will take appropriate steps to ensure the successful and timely completion of this important project” added the representation submitted to Hon’ble CM by LW. Mataisang, Headman, Lunghar Village Ukhrul District, Manipur.
Speaking to the media person, Vareiso LW, Secretary of Lunghar Village Authority informed that a total of Rs. 5 Crore was allotted for construction of amenities block consisting of 10 rooms, cafeteria hall, watch tower, tracking path, camping tomb and fencing of the area at Jorcheng, Lunghar Village.
Vareiso LW on behalf of the Lunghar Village Authority and the villagers expressed gratitude to the Government for allotment of such a prestigious project. He informed that the work is progressing smoothly and appeals to the Hon’ble CM for kind intervention from any kind of disturbances, so that the said work can be completed smoothly and in time. He further added “this is a one time project that could greatly benefit the community. So, I humbly request everyone not to delay or disturb the project.”
The construction of the work is progressing smoothly at Shirui and Jorcheng. Manpower and machine are being deployed for the various works being taken up under Shirui Heritage Project.
