The United Naga Council (UNC) on Saturday submitted a memorandum to Narendra Modi, Hon’ble Prime Minister of India on two key issues. The memorandum calls for the logical conclusion of the Indo-Naga Peace Process and the border fencing and Free Movement Regime.
The United Naga Council (UNC) stated “we warmly welcomes PM Modi august visit to the state of Manipur with the noble mission of restoring peace and to bring healing to the conflict torn state of Manipur.”
The Nagas are not a party to the conflict and have maintained principled neutrality and also proactively reached out to the conflicting communities for restoration of peace and normalcy. UNC are certain that PM Modi benign visit and esteemed presence will bring about a change and therefore a beginning towards reconciliation and a new future in the State of Manipur.
Taking the opportunity of PM Modi much awaited visit, The UNC have place the following positions and sentiments for consideration and interventions –
1. The Border Fencing and Free Movement Regime (FMR):
After many memoranda and representations to the Government of India, demonstrations, protest rallies, dialogue and meeting on the above issues, which did not yield positive results, an indefinite “Trade Embargo” was observed in Naga areas from the midnight of 8th September, 2025. The Government of Manipur (GOM) then communicated on 10th September, 2025 that tripartite dialogue (the UNC, GOM & MHA) would be continued before taking up the fencing works and requested for lifting of the agitation. Taking into consideration the schedule of your important visit to the state, we acceded to the GOM’s request and suspended the ongoing trade embargo w.e.f. 1800 hrs of 11th September, 2025.
We invite your personal intervention for review of the Border Fencing project and the Free Movement Regime with the concern Ministry of the Union and the Manipur State Government, so that a win-win formula can be put in place in consultation with the Naga people.
2. Logical Conclusion Of The Indo-Naga Peace Process:
The Indo-Naga Framework Agreement was inked under your dynamic and decisive leadership on 3rd August, 2015 between the Government of India and NSCN (IM). Hon’ble Sir, this is your legacy to the future and has already found its place in the pages of history. However, a full decade has elapsed since that historical day.
“We have great hope and confidence in your leadership and we earnestly urge you to bring this historical initiative to its logical conclusion” stated the memorandum signed by NG. Lorho, President of UNC and Vareiyo Shatsang, General Secretary of UNC.
