ANSAM Representation To Governor Over Long Pending Regularisation Of 2006 Batch Teachers

The All Naga Students’ Association Manipur (ANSAM) on Monday submitted a representation to Governor of Manipur on the long pending issue of the regularisation of 137 numbers of teachers -2006 batch under the Education(s) Manipur,

The representation signed by Bosco Kashung T, Vice-President of ANSAM and Huten Joyful Anal, Education Secretary of ANSAM stated that, “with utmost respect and confidence in your esteemed office, we the undersigned bring forth the following facts for your patriarchal treatment and carving out of a positive solution over the long pending grievances. It is not worth while to mention here that the Hills people woe and cry were seldom heard, by the Government, heard but conveniently shield in a cold storage.

“The recent state of turmoil in Manipur has caused additional hardships to the problems of acute shortage of teachers in the management of Government schools of the hill districts Manipur. The most awkward happening is that all the valley-based Meitei teachers posted in the hill schools were taken away without providing any substitution from the side of the Government, turning the government schools to ruin and wretch conditions. Such an act of injustice meted to the hills people of Manipur is intolerable. In this light, the following facts and circumstances shall be seriously views and examined to reach out for an amicable solution. Vis – a- Vis

1. That, a good number of Contract Basis Teachers were appointed and engaged by the Directorate of Education(S) Hills through the Screening Committee of the competent Authority under MoU signed between the Govt. of Manipur and All Tribal Students Union Manipur (ATSUM) in the year 2006 to cater the educational needs of the Hills schools. The MoU clearly reads that the service of the Teachers appointed on Contract Basis will be utilized until the posts are filled up on regular basis through normal recruitment or special drive as the case may be (Enclosed relevant documents marking as Annexure-I)

2. The Appointment and Engagement of this Contract Basis Teachers were made after due Advertisement and also obtaining Finance Memo from the Finance Department Government of Manipur. (Enclosed relevant document marking as Annexure-II)

3. That, in November, 2011 the Physical Verification accompanied with relevant documents were conducted by the Directorate of Education(S) for the service Extension/Regularization and in due process 772 numbers of Contract Teachers were found to be genuine by the concerned Directorate and had put up to the higher Authority for necessary action. However, no concrete development has been ruled out till date. (Enclosed relevant document marking as Annexure-III)

4. That, the meeting held at the CM’s Secretariat on 13th August, 2019 decided to regularize the service of the 2006 Batch, Hills Schools Contract Teachers under Education(S) with all Financial involvement within 2 (Two) months. (Enclosed relevant document marking as Annexure-IV)

5. The Secretariat Education(S) Department Government of Manipur under the letter No.4/103/04-SE(S)pt.-1, dated 16th August, 2019 convey approval for the Department of Education(S) to conduct Re-Verification of Physical and documents of the verified 772 Contract teachers for the regularization of 137 nunbers of Contract Teachers as demanded by the ANSAM. (Enclosed relevant document marking as Annexure-V)

6. The Directorate of Education (S) Govt. of Manipur under the letter No. AO/56/ACB/2010(3)-DE(S)pt. dated 19th August, 2019 issued Notification and had conducted the Re-Verification of Physical as well as other related documents of the aforesaid contract teachers. The Directorate of Education(S) under the letter No. AO/56/ACB/2010(3)-DE(S)pt.-1 dated 30th June, 2020 forwarded the proceedings of the Committee constituted to examine the matter related to the Regularization of the hill schools contract teachers 2006 batch, for favour of taking up further action to the higher Authority. (Enclosed relevant document marking as Annexure-VI)

7. Mention may be made that a similar case of Heirok High School Contract teachers under Education (S) who were engaged in 2008 under the same circumstances were regularized in 2016. (Enclosed relevant document marking as Annexure-VII)

It is also worthwhile to mention that on 19th February, 2020, 96 numbers of Untrained Hindi Graduate teachers under Education(S) were appointed with a relaxation of essential criteria for 3 (Three) years (Enclosed relevant document marking as Annexure-VIII)

8. Most recently, the Directorate of Education(S) under the letter No. AO/56/ACB/2010(3)-DE(S)pt.-1 dated 23rd September, 2020 addressed to the Commissioner Education (S), Govt. of Manipur had furnished the relevant information regarding the Re-engagement/Regularization of Teachers appointed on Contract basis in the hill districts schools. However, no concrete development till date. (Enclosed relevant document marking as Annexure-IX)

Therefore, in view of all these above facts and circumstances, it is submitted that your esteemed government must be good enough to regularize the service of the aforesaid 137 numbers of Contract Basis Teachers based on the Secretariat Education (S) convey Approval letter No. 4/103/04-SE(S)pt.-1, dated 16th August, 2019 in order to meet the Educational needs of the Hill schools and on the other hand to rule out the grievances being faced by the aforesaid Contract Basis Teachers who have tirelessly rendered their sacrificial service.”

The long delay and injustice meted out to the hill people is unacceptable, and ANSAM being the apex students body of the Nagas have once again reminded the government to act as promised. To put in action so that the ruined schools in the hill areas are addressed looking at the larger interest of the people.
