A meeting of Kissan Credit Card (KCC) Bank Loanees was held at Town Hall, Ukhrul on Thursday. Around 505 members attended the meeting and took two key resolutions:
Firstly, the meeting resolved that no compromise or understanding would be brought through any individual, organisation or society unless it is accompanied by a written assurance from the concerned Bank authorities. Hence, the meeting has resolved to go ahead with the process as per the complaint or FIR registered in the Police Station of Ukhrul.
Secondly, the meeting also resolved to appeal to the CAO of WTR to allow the JAC to pursue the matters in accordance with the FIR lodged by the JAC. The same appeal letter was submitted to CAO of WTR on Thursday for kind consideration.
During the meeting, the Convenor of KCC Bank Loanees JAC, Jairus GS informed that “the JAC was formed on 20 February 2023. We would not compromise the matter without the written assurance from Bank authorities. Earlier, it was only 24 villages but now we have the list from 48 villages. Some names have appeared taking loans from two different banks. The list is increasing day by day. Earlier it was only from two banks which are IDBI Bank and Canara Bank but now it has come to our knowledge that the loan was also taken from PNB and Central Bank too”
JAC Convenor informed that “on 29 July 2025, a meeting was held at the office of CAO, WTR along with one James Kashung, President of KAKSSUS/NEREFS. However, an understanding could not be taken by the few members of JAC present in the meeting. And therefore a meeting was called today for a consensus decision.”
The Secretary of JAC stated that “false commitment and assurance given by some people that the problem will be solved at the earliest only added insult to the loanees. We want a written statement from the bank certifying and stating that we have not taken any loan in their respective banks. Only then will we be free from any loan repayment.”
On 7 July 2025, hundreds of farmers took out a rally at Ukhrul Headquarters and submitted a complaint address to Superintendent of Police of Ukhrul District for registering an FIR to one Somi Awungshi of Tangkhul Hundung Khullen, Kamjong District, Manipur for misrepresentation of their identity and withdrawing loan in the name of 1211 farmers without their knowledge from IDBI and Canara Bank. The JAC alleged that Kisan Credit Card (KCC) loan was withdrawn from IDBI (1000 farmers) and Canara Bank (211 farmers) amounting to Rs. 50,000 per farmers ten years ago, without their knowledge. They came to know only when the Banks served them legal notice to clear their outstanding dues. The JAC has alleged that their Electoral Identity Card was collected to commit scam, fraud, identity theft and misrepresentation on the pretext of Facility Schemes/Beneficiary Schemes for poor farmers. It alleged that the loan was collected through KAKSSUS Society from the banks without the knowledge of the farmers.
“Earlier the list was for 1211 farmers but now we have the list for 1497 and the number is likely to increase” stated the Secretary of KCC Bank Loanees JAC.
